John F. Hennessy III Chairman, 2008-2009
Mr. Hennessey is a Partner of Hennessy & Williamson, New York, NY. He is former Chairman and CEO of Syska Hennessy Group, where he held various positions since 1978. He is a former ACEC Treasurer, a Fellow, and Chairman of the Planning Cabinet. He served as National Director and President of the American Council of Engineering Companies of New York (ACEC/NY). Mr. Hennessy belongs to the American Society of Heating, Refrigerating and Air Conditioning Engineers, the National Society of Professional Engineers, and the Building Futures Council.
He is the current Chairman of the New York Building Foundation and Treasurer/Trustee of the National Museum of Catholic Art & History and is a former Trustee of the National Building Museum. He is a Board member of the Greater New York Council of the Boy Scouts of America, the Salvation Army of Greater New York, Grace Children's Foundation and World Cares.
In 1997, Mr. Hennessey received the Industry Achievement Award from the New York Building Congress and in 2002 the Pinnacle of Achievement Award from the Salvation Army. He is a Trustee of the Atlantic Mutual Insurance Companies.
Mr. Hennessy holds an A.B. in Physics from Kenyon College, a B.S. in Mechanical Engineering from Rensselaer Polytechnic Institute, and an M.S. in Management from the Massachusetts Institute of Technology where he was a Sloan Fellow. He resides in New York, New York.

David A. Raymond, President and CEO
David A. Raymond is President and CEO of the American Council of Engineering Companies, the primary business association of the engineering industry.
Mr. Raymond joined ACEC in March 1999, after 20 years in senior executive positions in the engineering and construction industries. He served as Vice President with Massachusetts-based Raytheon Engineers & Constructors, Inc., and before that as President of Ebasco Services International Inc. He began his business career with TAMS Engineers in Washington, D.C.
Prior to joining the engineering industry, Mr. Raymond served in government and academia. He was founding director of the U.S. Trade Development Program (now the U.S. Trade and Development Agency), Deputy Director of the U.S. Reimbursable Development Program, Special Assistant to the Administrator of the U.S. Agency for International Development, Defense and Foreign Policy Aide to the late U.S. Senator Stuart Symington (D-Mo.), and Assistant Dean of the Georgetown University School of Foreign Service.
Mr. Raymond is a graduate of Princeton University where he earned a bachelor's degree with honors from the Woodrow Wilson School of Public and International Affairs. He received his master's degree from the Fletcher School of Law and Diplomacy at Tufts University, and a J.D. from Georgetown University Law School. He is a member of the New York Council on Foreign Relations.
Mr. Raymond and his wife, Molly, have two children, Anna and Sam, and reside in Potomac, Maryland.

Timothy Psomas Chairman-elect, 2006-2008
Mr. Psomas is former Chairman of the Board of Psomas in Los Angeles, California. He is an ACEC Fellow and former Senior Vice Chairman.
He is the current Chairman of the Planning Cabinet and has also served on the Transportation Committee, Procurement Advocacy Committee and Government Advocacy Committee. Mr. Psomas has held a number of positions at the state level including President and member of the Board of Directors.
He is a member of the American Society of Civil Engineers, American Academy of Environmental Engineers and the Professional Services Management Association. He is the recipient of a number of honors including the APWA Southern California Chapter "Top Leader in the Private Engineering Sector Award;" Orange County Engineering Council "Distinguished Engineering Achievement Award;" ASCE Orange County "Engineer of the Year Award;" and Institute for Advancement of Engineering "William B. Johnson Award."
Mr. Psomas is a member of the Board of Trustees of Loyola Marymount University and a member of the Board of Trustees of Marymount College.
He holds a B.S. in Civil Engineering from Loyola Marymount University, and resides in Balboa Island, California with his wife Alanna. They have four children, Michael, Daniel, Beth, and Steve.

Terry F. Neimeyer Treasurer, 2008-2010
Mr. Neimeyer is Chairman of the Board and CEO of KCI Technologies, Inc. in Hunt Valley, Maryland.
He is an ACEC Fellow, Chairman of the Design Professionals Coalition, a member of the Planning Cabinet, Curriculum Committee, Government Advocacy Committee, and the Peer Review Sub-Committee. He served as National Director from Maryland and President of ACEC/Maryland. He is also a former ACEC/PAC Trustee.
Mr. Neimeyer is a member of the American Society of Civil Engineers, the Water Environment Federation and the County Engineers Association of Maryland. He is Past Chairman of the Maryland Chamber of Commerce and on the Board of the U.S. Chamber of Commerce. He holds a BSCE from the University of Delaware, a MSEE from Johns Hopkins University and an MBA from Wilmington College.
He resides in Parkton, Maryland with his wife Mimi. They have three children, Michael, Erin and Charles.

Gregs G. Thomopulos Vice Chairman, 2007-2008
Senior Vice Chairman, 2008-2009
Mr. Thomopulos is President and CEO of Stanley Consultants, Inc., Muscatine, IA. He is a past Chairman of the International Committee, a member of the Engineering Excellence Awards Committee, and an ACEC Fellow.
Mr. Thomopulos is a Fellow of the American Society of Civil Engineers, a member of the Society of American Military Engineers, National Society of Professional Engineers, and the Iowa Engineering Society. He is also a member of the Executive Committee of the International Federation of Consulting Engineers (FIDIC).
Mr. Thomopulos was selected by ENR as its "21st Century World Citizen" in 2004.
He has a B.S. in Civil Engineering from the University of Kansas, an M.S. in Structural Engineering and Structural Mechanics, University of California, and is a Doctor of Humane Letters, Teiko Marycrest University, Davenport, Iowa. He resides in Iowa City, Iowa, with his wife Mettie. They have three children, Lisa, Nicole and Euphemia.

Craig M. Avery Vice Chairman, 2008-2010
Mr. Avery is Vice President of Stantec in Lexington, Kentucky.
He is a former Chairman of ACEC/PAC, a member of the Government Advocacy Committee, Federal Agencies and Procurement Advocacy Committee. He has held a number of leadership positions at the state level, including President.
Mr. Avery is a member of ASFE and the Kentucky Geotechnical Engineering Group. He holds an MS and a BS from the University of Kentucky.
He resides in Nicholasville, Kentucky with his wife Dori. They have three children, Shelby, Jill and Luke, and four grandchildren.

James R. Duncan Vice Chairman, 2008-2010
Mr. Duncan is Chairman of the Board and Chief Engineer of Sparling in Seattle, Washington.
He is an ACEC Fellow, former ACEC/PAC Champion, and former chair of the ACEC IT task force.
At the state level Mr. Duncan has held all the officer positions including President and was named Engineer of the Year in 1999. He was the engineer on the national AIA Integrated Practice Working Group researching the benefits of BIM as related to sustainable and integrated design strategies. He is an honorary member of AIA Seattle and past president of the Seattle Architectural Foundation.
He holds a BS in Electrical Engineering from Clemson University, an MBA from Seattle University; and completed Harvard Business School's "Leadership in Professional Service Firms" program.
He resides in Seattle, Washington with his wife Gayle'.

David D. Kennedy Vice Chairman, 2007-2009
Mr. Kennedy is Vice-Chairman and Senior Principal of Kennedy/Jenks Consultants, San Francisco, CA. He is an ACEC Fellow, member and former Chairman of the Design Professionals Coalition, member and former Chairman of the Environmental Business Committee, and a member and former Chairman of the Planning Cabinet. He has served as National Director from CELSOC.
Mr. Kennedy is a member of the American Academy of Environmental Engineers, American Society of Civil Engineers, American Water Works Association, and the California Water Environment Association/Water Environment Federation.
He holds a B.A. in Chemistry from Whitman College and an M.S. in Civil Engineering from Stanford University. He resides in Palo Alto, California, with his wife Maureen. They have three children, Laura, James, and Alan.

Raymond F. Messer Vice Chairman, 2007-2009
Mr. Messer is President and Chairman of the Board of Walter P. Moore and Associates, Inc., Houston, TX. He is a member of the ACEC Life/Health Insurance Board of Trustees, the Planning Cabinet, former Chairman of CASE, and an ACEC Fellow. He is a former Chairman of Texas CEC. He is also a member of the Structural Engineering Institute, the American Society of Civil Engineers, and the American Concrete Institute.
Mr. Messer was appointed to the Governor's Task Force on Homeland Security, State of Texas.
He has a B.A. in Mathematics from Carroll College, a B.S. in Civil Engineering from Columbia University, and an M.S. in Engineering Mechanics from Columbia University. He resides in Bellaire, Texas, with his wife Elaine. They have two children, Jill and Michael.

Ted C. Williams Vice Chairman, 2008-2010
Mr. Williams is Executive Vice President of Landmark Engineering, Inc. in New Castle, Delaware.
He is currently a National Director of ACEC and a member of the Transportation Committee. At the state level, he has served as President, Vice President and Secretary. Mr. Williams is a member of the Law Enforcement and Ethics Committee of the Delaware Association of Professional Engineers, the Institute of Transportation Engineers and the Delaware Contractors Association. He is also a member of the New Castle County and Delaware Chambers of Commerce.
He holds an A.S. in Civil Engineering Technology from the West Virginia Institute of Technology and a B.S. in Civil Engineering from Drexel University.
He resides in Wilmington, Delaware with his wife Karen. They have two children, Lauren and Ryan.

Candy Toler NAECE President
Candy Toler is president of the National Association of Engineering Council Executives (NAECE). NAECE is comprised of the executive directors of the 51 state organizations that are affiliated with the American Council of Engineering Companies (ACEC).
A graduate of Concord College, Athens, W VA, Ms. Toler serves as the executive director of ACEC of Tennessee and the Tennessee Society of Professional Engineers, a position she has held since 1999. Prior to that time she served as the executive director of the Tennessee Board of Architects and Engineers.
Ms. Toler has grown the statewide association to over 110 engineering firms. She resides in Nashville with her husband Bob Day.
