The Federal Agencies & Procurement Advocacy Committee continues to change and advance. New subcommittee leadership is in place (with Co-Chairs for each) and acting to achieve goals. Active cooperation with other ACEC committees, coalitions, and outside associations continues to grow. New initiatives and growth areas have identified topical working groups in the areas of:
- Sustainability of Workers [Construction and Operations]
- Small Business Size Standards
- DC Representatives
- Market Forecast
- Levee Liability
- Levee Safety Program Review Team
- Security Clearances
- Legislative/Regulatory Response "Hot" Team
New individual issues (such as, fair payment for losing offeror's intellectual property used by agencies on design-build efforts; enhancing the designer's role in design-build process application; fair and professional relationships between prime and subcontractors; exploring changing subcontracting goals to percent of prime contract versus percent of subcontracting; securing roles for engineers in setting national policies for dealing with key issues such as environment, energy, security, sustainability, and economy; enhancing infrastructure spending as economic stimulus; and liability protections for reuse of electronic products by others) are being added to the continuing issues (e.g. defending QBS; monitoring legislation and regulations that hinder the business of engineering; challenging government competition with the private sector; providing access to opportunities for work; monitoring GSA Schedule misuse; and simplifying security and facility clearance processing).
The Committee will soon be setting a date and agenda for our summer meeting in early July and is already gathering speakers for federal market sessions at our Annual Convention, April 25-28, 2010.
