Transportation Secretary Mineta Supports Outsourcing And Environmental Streamlining
Transportation Secretary Norman Mineta expressed his support for several key ACEC issues, including outsourcing and environmental streamlining, during a private interview this week with ACEC Chairman Dan DeYoung and President Dave Raymond. Secretary Mineta also outlined the core principles and values shaping the department's TEA-21 reauthorization effort, including ensuring adequate funding for the nation's transportation system and preserving state and local government funding flexibility for transportation solutions. The full text of the interview will appear in the July/August issue of Engineering Inc.
Highway Funding Increased In Senate
Momentum is growing in the Senate to provide even more funding to help restore a proposed $4.4 billion reduction in highway funding. On Tuesday, the Senate Environment and Public Works (EPW) Committee approved an amended version of the Highway Restoration Act (S. 1917) that authorizes $1.3 billion more than the $4.4 billion included in the original bill, and protects that funding so that it is spent only for highways.
The revised bill funds highways at $28.9 billion in 2003, still far below the $31.8 billion provided in 2002. Efforts are underway to tuck the measure into the Senate version of the supplemental spending bill. The House-passed supplemental measure includes language that restores highway funding to the TEA-21 authorized level of $27.7 billion.
"Restoring the crippling cut in highway funding has been a top priority for ACEC this year, and we applaud the action taken by the EPW Committee," ACEC President Dave Raymond said. "We are working with Congressional leaders to restore highway funding to the highest possible level."
ACEC Signs Partnering Agreement With AGC
ACEC signed a partnering agreement this week with AGC stressing the two organizations' "desire to work together to promote innovative quality designs and efficient construction services and processes in the advancement of public and private sector construction throughout our nation."

The agreement calls for the two associations to educate the public on the importance of infrastructure and infrastructure funding, and advocates the use of qualifications-based selection (QBS) to procure design and construction services.
ACEC Chairman Dan DeYoung noted that, "This agreement reaffirms our commitment to work together to promote unified positions for key issues affecting both the design and construction industries."
