Minuteman Fund To Defend Contracting Out In California

In response to a two- pronged attack on the state of California's ability to contract out engineering work to the private sector, the ACEC Minuteman Fund has awarded a $35,000 grant to the Consulting Engineers and Land Surveyors of California (CELSOC) to help in the legal defense.

The grant will be used to defend Prop 35—a constitutional amendment that permits the state to contract out engineering work to the private sector—which is being challenged in two separate State Supreme Court cases.

"ACEC has been a stalwart ally throughout our long battle for contracting out in California, and the CELSOC leadership and membership are once again very grateful for ACEC's assistance," said Paul Meyer CELSOC executive director.

The Minuteman Fund is ACEC's primary financial resource for helping State Member Organizations fight legal and legislative battles of broad importance to ACEC's member firms.

"The 'war chest' established by the fund has proven to be a vital necessity for our industry," said ACEC Chairman Jeff Daggett. "Membership support for the fund has been crucial to maintaining its effectiveness."

The Minuteman Fund has supported a number of successful efforts over the years to advance key industry priorities in the states. In addition to contracting out, Minuteman Fund grants have supported funding for transportation, the use of Qualifications-Based Selection (QBS), and legal reforms to protect member firms from excessive liability.

The Fund depends on contributions from ACEC member firms to ensure that sufficient resources are important to continue successful advocacy efforts in the states. Unlike ACEC/PAC, which can only accept personal contributions, corporations may also donate to the Minuteman Fund. Corporate donors receive recognition at major ACEC conferences and publications. ACEC/North Dakota Joins List Of MOs Celebrating 50 Years Of Service In 2006


At ACEC/North Dakota’s Fall Conference and 50th Anniversary Gala, held recently in Bismarck, ACEC President Dave Raymond (far left) presented ACEC/ND’s Executive Committee with a commemorative award for their 50 years of service, as well as a plaque for reaching their 2006 ACEC/PAC goal. ACEC/North Dakota celebrated its Golden Anniversary recently, joining seven other State Member Organizations who this year marked 50 years of service.

ACEC President Dave Raymond and ACEC Vice Chairman David Oates took part in the festivities, and also recognized ACEC/ND for reaching its 2006 ACEC/PAC goal.

"We had a slide show playing throughout the evening with photos from past ACEC/ND and ACEC annual meetings from as far back as the 1970's," said ACEC/ND Executive Director Wayne Peterson. "It was a big hit with our members."

Other Member Organizations celebrating their 50th anniversary this year include: ACEC/Colorado, ACEC/Iowa, ACEC/Missouri, ACEC/New Mexico, ACEC/Oregon, ACEC/Washington and ACEC/Wyoming.

"Fifty years of major contributions to our industry is a record of which these Member Organizations can be justly proud," Raymond said. "They have helped form the bedrock of ACEC."

ACEC/North Carolina Latest To Achieve PAC Goal; ENR Highlights ACEC/PAC Growth

ACEC/North Carolina has crossed the finish line in meeting its 2006 ACEC/PAC fundraising goal, raising critical dollars to support industry-backed candidates just days before Election Day.

The Tar Heel State becomes the 15th Member Organization to reach its 2006 ACEC/PAC fundraising goal, joining Nebraska, North Dakota, Montana, Wisconsin, Arizona, Tennessee, Kentucky, Alaska, Arkansas, Indiana, Michigan, South Dakota, Washington, and Wyoming.

"We all have a stake in the outcome of next week's elections," said ACEC/PAC Champion Stu Matthis, a vice president with STV/Ralph Whitehead Associates, Inc. and president-elect of ACEC/North Carolina. "A modest investment from every firm principal in ACEC/PAC will make a huge difference in helping us elect House and Senate members that support the private sector."

Added ACEC Chairman Jeff Daggett: "We're engaging in—and making a difference in—more congressional races than ever before because more ACEC members are stepping up to support the PAC and support our industry."

Daggett's comments underscore the fact that ACEC/PAC has grown significantly during the current election cycle as more firm employees are recognizing the value of political involvement.

New GSA Engineering Chief Details Capital Program; Emphasizes QBS

William Holley, new chief engineer of the General Services Administration (GSA), discussed opportunities for engineering firms and his agency's commitment to Qualifications-Based Selection (QBS) during the latest Market Forecast Series event held recently at ACEC headquarters.

Holley reviewed GSA's capital program which currently has 194 active projects in 11 regions valued at $12 billion. He also detailed the agency's proposed fiscal year 2007 capital program, which plans new construction of border stations and major repair and alternation of 19 courthouses.

"The PBS Capital Construction program grew from $1.5 billion in fiscal year 2003 to $1.65 billion in fiscal year 2006," said Holley, adding that repair and alterations projects are likely to continue to outpace new construction projects in the future.

State Organization Officials Applaud ACEC Leadership Orientation

The 2006 ACEC Leadership Orientation concluded this week to enthusiastic reviews from participating State Member Organization leaders.

The one-and-a-half day briefing—conducted over three consecutive weeks for nearly 60 participants— featured detailed presentations by ACEC department heads highlighting specific benefits and services available to Member Organizations and firms.

ACEC Chairman Jeff Daggett and President Dave Raymond led the program.

"It was excellent. I really learned a lot," said Debby Cagley-Orsak, of Cagley & Associates, Inc. in Rockville, MD., and national director for ACEC/Metropolitan Washington. "The staff was wonderful and kept the presentations fun, interesting and informative."

John Nelson, of Wright-Pierce, in Topsham, Maine and ACEC/Maine president-elect said: "It provided a great overview on the key aspects of the organization."

"I am president-elect of ACEC/Louisiana," said O. Lee Underwood, Jr. of Balar Associates, Inc. in Shreveport. "I would strongly encourage that other president-elects attend this orientation so they are better prepared for their M.O. leadership years."
