Senate Approval Of Full '07 Transportation Funding—Major Victory For ACEC

ACEC and its industry allies achieved a key victory this week as the Senate approved a year-long "continuing resolution," which included the SAFETEA LU-authorized $4 billion funding increases for highways and transit in 2007 that earlier appeared to be in jeopardy.

The successful Senate action comes two weeks after the House of Representatives passed its version of the bill and just one day before the current government funding resolution would have expired. ACEC and other industry groups spearheaded a grassroots effort to ensure that the final resolution included increases for transportation for 2007.

"I am proud of our ACEC members who engaged their members of Congress on this critical issue," said ACEC President Dave Raymond. "This fight was about more than this year's funding level. It set a precedent for the proper use of transportation trust fund dollars and maintained the integrity of SAFETEA LU."

Congress failed to complete work late last year on the necessary appropriations bill that included the SAFETEA LU-authorized increase—passing instead a continuing resolution to maintain existing funding at last year's lower levels and without the authorized increase.

The President was expected to sign the continuing resolution by midnight Thursday to prevent a wide-spread government shutdown. The overall continuing resolution contains funding provisions for nine other appropriation bills that were not passed in the last Congress.

House Joins Senate In Approving Tax Plan For Business As Part Of Minimum Wage Bill

The House cleared legislation this week to provide business tax benefits intended to offset the impact of an increase in the minimum wage.

While not as generous as the $8 billion tax package adopted in the Senate, passage of the nearly $2 billion House bill all but guarantees that the final minimum wage package will include at least some benefits particularly helpful for small businesses.

Both bills include an extension of an expensing benefit that permits smaller firms to deduct the cost of qualified assets or property. However, the House bill does not include the ACEC-supported changes in the Senate bill that would make it easier for more firms to take advantage of the tax benefits of being a subchapter S corporation.

House and Senate negotiators are beginning work on a final, compromise package to present to the President. ACEC and its business allies will continue to advocate for small business tax relief as the legislative process moves forward.
