ACEC/Kansas Reaches ACEC/PAC Goal;
Says "Aggressive" Program Is Critical

Kansas has become the latest Member Organization to reach its 2007 ACEC/PAC fundraising goal.

The Sunflower State joins a growing list of MOs that have hit the goal early this year—Arizona, Kentucky, Montana, Tennessee, and Wisconsin. Several states, including Alaska, Arkansas, South Carolina, and Wyoming, are very close to meeting their goals, and many more are making strong runs.

"This was an important priority for Kansas this year, and we couldn't be more pleased that we were able to hit the mark early," said ACEC/PAC Champion Maurice Bowersox of Engineering Resources in Kansas, who worked closely with ACEC/Kansas Executive Director Scott Heidner in promoting support for the PAC.

Added Paul Weida of Black & Veatch: "The issues before Congress—whether they involve repealing the 3 percent withholding mandate, properly funding infrastructure, or reviewing and revising tax and regulatory policy—are critical for industry, requiring an aggressive program to help us meet these challenges. That's why supporting ACEC/PAC is so important."

ACEC/PAC trustees representing each Member Organization have set a national fundraising goal of $700,000 for 2007. Each state has been assigned a specific fundraising target based on membership strength.

2007-2008 ACEC Design & Construction Industry Trends Survey Now Available

Design-Bid-Build is the most widely used project delivery method among ACEC members, according to the new 2007-2008 ACEC Design & Construction Industry Trends Survey.

Four in five member firms (81 percent) said Design-Bid-Build was their general method followed by Design-Build or EPC (9 percent); and Construction Management at Risk (5 percent) with 5 percent saying other project delivery methods.

This and other pertinent industry data are available in the 2007-2008 ACEC Design & Construction Industry Trends Survey—a comprehensive statistical analysis of current engineering firm operations, including projections on the future marketplace.

The nationwide survey of ACEC member firms features critical demographic, financial and strategic industry data, all categorized by firm size, region, market sector, and discipline. Important summaries of vital economic, social and political drivers for various industry markets are included as well.

CH2M Hill Selected To Manage $5-billion Panama Canal Expansion

The Panama Canal Authority has announced that ACEC-member firm CH2M Hill will be program manager for the $5.25-billion expansion of the historic waterway.

The Denver-based firm had been competing against Parsons Brinckerhoff, of New York City, and URS Holdings Inc., of San Francisco for the management role, which will involve assisting the agency in overseeing the design-build effort to build two new lock structures able to handle larger vessels.

USDOT Addresses ACEC Concerns in Final Design-Build Rule

The U.S. Department of Transportation recently issued the final rule for Design-Build Contracting as mandated in SAFETEA-LU, including key recommendations advocated by ACEC.

The final rule will allow state transportation departments or local transportation agencies to issue request-for-proposal documents, award contracts, and issue notices-to-proceed for preliminary design work prior to the conclusion of the National Environmental Protection Act (NEPA) process.

ACEC submitted comments to the USDOT recommending changes in the proposed Design-Build Contracting Rule on July 24, 2006. The USDOT addressed the issues ACEC raised in the final rule published in the Federal Register on August 16, 2007.

Recommendations adopted by the USDOT include the broadening of the definition of "preliminary design." ACEC emphasized that the proposed definition of "preliminary design" was too narrow. The USDOT revised the definition of preliminary design to mean activities undertaken to define the general project location and design concepts. They also specified some general activities that may be conducted as preliminary design that do not compromise the objectivity of the NEPA.

In addition, ACEC expressed concern that members have often been unfairly eliminated from competing as members of a design-build team by virtue of their technical work on a NEPA document. The USDOT accommodated ACEC's concern in the final rule by giving the states the flexibility to allow such firms to compete for design-build contracts if the NEPA process has been completed prior to an RFP being issued.
