Federal Commission Advocates Major Boost in Transportation Funding

A report released this week by the National Surface Transportation Policy and Revenue Study Commission calls for a significant federal gasoline tax increase, along with sweeping changes to the federal surface transportation funding structure.

The Commission, created by Congress through the passage of SAFETEA LU, released its report at a news conference in Washington, D.C. Among its recommendations:

  • Increase the federal gasoline tax by 5 to 8 cents per gallon each year over the next five years, beginning in 2009.
  • Use tolling, congestion pricing, and public-private partnerships as part of the overall funding solution.
  • Consolidate 108 current funding programs into 10 to address core objectives including reducing congestion, boosting passenger rail, and safety.

"The Commission did a good job in putting aside politics and coming up with meaningful recommendations," said ACEC President Dave Raymond. "The report makes a bold statement that we need a new approach and a renewed commitment to the nation's transportation infrastructure.

"Congress needs to consider the Commission's recommendations carefully - and act," added Raymond. "The choice is now theirs as to whether America gets a 21st Century transportation system, or continues to fall into the potholes of the last century."

Alabama, Arkansas, Georgia, Utah And Pennsylvania Cap Record ACEC/PAC Year

With all contributions now fully counted, Alabama, Arkansas, Georgia, Pennsylvania and Utah round out the record number of 33 Member Organizations that met their ACEC/PAC fundraising goals in 2007.

ACEC/PAC Champions are already actively raising money for 2008, setting the stage for a record election cycle fundraising total that will exceed $1 million.

"ACEC's political program really caught fire in 2007, which has us well positioned to becoming a million-dollar PAC for the first time in the Council's history," said ACEC Chairman "Mac" MacMurray.

ACEC/Alabama has a strong history of reaching their ACEC/PAC goal, but PAC Champion Alain Gallet of Gallet & Associates in Birmingham had to raise significantly more in 2007 than in 2006 in order meet its PAC target. "I'm proud of the fact that we increased the number of contributors for ACEC/PAC by almost 30 percent in 2007,"

said Gallet. "Our members are growing in their appreciation of the importance of participating in the political process."

ACEC/Arkansas PAC Champion L. Carl Yates of McGoodwin, Williams, and Yates in Fayetteville, also had to overcome a sizable increase in his fundraising goal in 2007. "Nothing beats a personal approach," said Yates. "Our members are busy people, but when I call them and explain how ACEC/PAC works and why we need their involvement to make it even stronger, they get out their checkbook."


Georgia, Pennsylvania Become First-Time PAC "Winners"

For the first time, ACEC/Georgia reached the winner's circle, brought on by a determined fundraising effort led by PAC Champion Don Allen of Jordan, Jones & Goulding in Norcross, President Doris Willmer of Willmer Engineering in Dekalb, and the ACEC/Georgia Board of Directors.

"Most of our veteran members understand the need to be actively engaged in politics from a business perspective," said Allen. "Our challenge going forward is to educate a whole new generation of engineers about the connection between supporting ACEC/PAC and better legislation affecting our profession."

ACEC/Pennsylvania also struck gold for the first time in 2007. PAC Champion Christopher Borton of Borton-Lawson in Wilkes Barre credited a team approach. "We had strong support from President Joe McAtee and Executive Director Andy Hilt," said Borton. Borton also credited past ACEC Chairman Eric Flicker of Pennoni Associates, and significant support from Chuck Pennoni himself, as critical in getting the state over the goal line.

"Once Chuck stepped up, even more people began making commitments," added Borton.

Small Numbers Come Up Huge In Support Of ACEC/PAC In Utah

ACEC/PAC Champion Karen Nichols of Stantec in Salt Lake City worked closely with ACEC/Utah Executive Director Michael Smith to ensure that Utah once again made its goal in 2007. Nichols and Smith held an ACEC/PAC auction and made numerous personal calls and visits to principals of MO firms.

"You have to explain that just one small piece of federal legislation can affect their firm in a huge way," stressed Nichols, who was able to get 80 percent participation from just 70 prospects.

But she also noted the stakes are even bigger in 2008: "It's an election year and ACEC members need to be well represented in Congress and on the campaign trail as funding in Washington, D.C. means projects back in the state." Nichols added, "If we don't support ACEC/PAC with our personal contributions, no one else is going to do it for us."

GAO Report Raises Oversight Concerns on Use of Contractors by DOTs

The Government Accountability Office (GAO) released a report on the use of engineering firms and other contractors by state DOTs that identifies oversight challenges for state and federal officials.

The study, carried out at the request of House Transportation and Infrastructure Committee Chairman James Oberstar (D-MN), surveyed the 50 state DOTs and overall found that they have increased their use of contractors in recent years.

GAO's survey data attributes the increase to growth in the overall transportation program and the fact that in-house staff among the DOTs have remained relatively constant or have decreased in recent years.

Addressing growing transportation needs, and taking advantage of special expertise, were cited as major reasons DOT officials contract out to the private sector. Notably, the survey also found that most DOTs anticipate the amount of contracting will level off over the next five years due to uncertainties over future funding levels and other factors.

While the DOTs surveyed believe they have sufficient mechanisms in place to oversee the use of firms, the GAO raises concerns over the extent to which they are consistently applied across the country.

ACEC has long advocated for the consistent application of federal procurement rules by the DOTs to address these issues, most recently through the passage of legislation in 2005 to close "opt-out" loopholes that allowed certain DOTs to use differing procurement rules.

The report recommends that the Federal Highway Administration (FHWA) work with DOTs to improve oversight and performance measures on the use of contractors. To access the full GAO report, click here.
