State Transportation Funding Threatened; Lobbying Effort At ACEC Convention Critical

State highway programs could face cuts of as much as $12 billion in 2009 if Congress fails to act this year to address the shortfall. The situation grows worse in 2010, as funding to the states for highway projects would be cut by 50 percent under current budget forecasts.

ACEC is strongly urging members to participate in the lobbying effort on this issue at the upcoming Annual Convention & Legislative Summit—April 27-30 in Washington, D.C.—planned as the year's largest A/E industry advocacy event on Capitol Hill addressing the transportation funding crisis and other critical issues.

"It looks like we could be facing serious cuts in state transportation programs before the end of this year, which means Congress needs to act now to stem the tide," says ACEC Transportation Committee Chairman Charles Geer, of Kimley-Horn & Associates, Inc.

ACEC's "citizen lobbyists" will also seek final passage of a major $14 billion water program, and advocate for the defeat of an unfair federal 3 percent withholding mandate that will affect virtually every member firm.

Members are urged to make hotel reservations early for this important legislative event. Contact the Grand Hyatt Hotel directly at 202-582-1234 and reference ACEC to receive the special ACEC discounted rate. ACEC's discounted room rates expire on April 4.

ACEC/Pennsylvania, ACEC/Ohio Host Events To Support Key House Members

Chuck Pennoni, chairman of Pennoni Associates in Philadelphia, greets Congresswoman Allyson Schwartz (D-Pa) during a recent reception in her honor.
ACEC members in Pennsylvania and Ohio put ACEC/PAC to work in recent weeks to support two House members facing tough re-election fights in November.

Council members hosted a fundraiser for Rep. Allyson Schwartz (D-PA) in her home base of Philadelphia. The two-term lawmaker is a member of the tax-writing House Ways and Means Committee, and has been working closely with ACEC over the past year to advance legislation to protect the ability of A/E firms to continue using cash accounting.

"Allyson Schwartz understands the issues facing the engineering industry and the important role we play in the nation's economy," said Chuck Pennoni, chairman of Pennoni Associates, who co-hosted the event. "We need to keep her, and others like her, in the House and the Senate."

Rep. Zack Space (D-OH)
ACEC/Ohio members recently hosted a similar fundraising event to support the re-election bid of first-term Rep. Zack Space (D-OH), a new member of the House Transportation & Infrastructure Committee.

The event in the Congressman's district featured broad support from ACEC members in the area, as well as support from ACEC/PAC.

"Zack is definitely someone our industry can work with, both on transportation and other issues of importance to the industry," said Don Quicksall of W.E. Quicksall and Associates, in New Philadelphia, Ohio. "He needs our help in November, which is why we were pleased to organize this event."
