"ACEC Citizen Lobbyists" To Present Industry Issues On Capitol Hill At Convention

Hundreds of ACEC members will participate in the industry's largest annual lobbying effort in Washington, D.C. next week as part of the 2008 Annual Convention.

Increased funding for critical water infrastructure, restoring the solvency of the Highway Trust Fund, and defeating the unfair 3 percent withholding mandate will be central issues that ACEC "citizen lobbyists" bring to lawmakers on Capitol Hill.

"This is a critical time for our industry and for the future economic health of our nation," said ACEC Chairman Mac MacMurray. "It is important that our strong and unified voice is heard by lawmakers."

Two House infrastructure leaders—Rep. Peter DeFazio (D-OR) and Rep. Earl Blumenauer (D-OR)—will brief ACEC members prior to their Capitol Hill visits on Monday, April 28.

DeFazio, the chairman of the House Highways and Transit Subcommittee, will discuss problems facing the Highway Trust Fund and potential solutions. Blumenauer (D-OR) will present new approaches to funding water projects and his plan to introduce federal legislation this year to create a dedicated trust fund to help communities address water needs.

The Convention also features a series of training sessions where participants play the role of Congressional members to better understand how lawmakers stake out positions on important issues.


ACEC Condemns 3% Withholding To Treasury; DOD Study Cites Enormous Mandate Cost

ACEC submitted comments this week in response to a Treasury Department request that strongly criticized the 3 percent withholding mandate approved by Congress, and raised significant questions about how it will be implemented.

"The new requirement will hamper our work on behalf of the public," said ACEC President Dave Raymond. "While the provision was designed to deter tax evasion, it will clearly penalize honest taxpayers such as the member firms of ACEC and create hardships for companies that contract with governmental agencies."

The law is scheduled to take effect in 2011. The House approved legislation that would delay implemetation until 2012. Senate approval of the measure, however, remains uncertain. ACEC and a large industry coalition are working with Congress to repeal the provision.

Repeal of the unfair 3 percent withholding mandate that will impact virtually every firm is one of the primary issues ACEC members will lobby on Capitol Hill as part of the upcoming Annual Convention in Washington, D.C.

In related news, a Department of Defense study concludes that implementing the 3 percent withholding mandate will cost DoD over $17 billion in the first five years.

DoD is particularly concerned that complying with this mandate will reduce the number of companies willing to contract with the government, leading to a loss of competition in bidding and diminished access to new technologies.


2008 Professional Liability Insurance Survey Of Member Firms Set To Launch

The 2008 ACEC Professional Liability Insurance Survey of Member Firms for F.Y. 2007 will be conducted online beginning Friday, May 2 through Friday, May 16, 2008.

The annual survey collects information on Member Firms' professional liability insurance experiences, including claims and the impact of the threat of litigation. An email with a link to the survey will be sent on May 2 to the key contacts at Member Firms.

Participating firms will receive a free copy of the complete results upon request. Survey results will also be available for purchase through the ACEC Bookstore.

"As is the case every year, this information is crucial to determining the professional liability insurance landscape which our members must work with. It also provides important data for our tort reform efforts in Congress," said Greg Sauter, executive vice president of DMJM Harris/AECOM and chairman of the ACEC Risk Management Committee. "I strongly encourage each member firm's headquarters office to participate in this survey."

The results of the survey will be compiled and a summary published in the July/August 2008 issue of Engineering Inc.


ACEC Co-Hosts Asian Business Opportunities Seminar

ACEC co-sponsored a day-long seminar this week on infrastructure opportunities in Asian nations.

The seminar was held in cooperation with the Asian Development Bank (ADB), the U.S. Commercial Service at the Department of Commerce, and Development Finance International.

The ADB funds infrastructure projects as part of it primary mission to boost economic growth in developing Asian nations.

Katharine Mottley, ACEC's director of international programs, said: "the meeting was highly informative concerning engineering opportunities available through the ADB in various sectors including power, water, transportation and telecommunications."
