ACEC Opposes Bachelor's Plus 30 Initiative;
Little Support Found Among Members

The "Bachelor's Plus 30" initiative proposed by the National Council of Examiners for Engineering and Surveying (NCEES) has found little support among ACEC state Member Organizations, Executive Committee and Board of Directors.
The proposal, which was considered in depth by ACEC over the past year, would require a bachelor's degree plus 30 additional credits or master's degree as a prerequisite for licensure. NCEES proposed the initiative in 2006 and is seeking implementation by all states by 2015.
In a letter to NCEES President Gene Corley, ACEC Chairman John Hennessy outlined the Council's concerns: "We believe that the "Plus 30" would be better incorporated within the basic Bachelor's degree; that if the proposal were enacted in some states and not in others, there would be a serious comity problem;
that the proposal would likely exacerbate the engineer shortage; and that it would not enhance the image of the profession."
An ACEC Executive Committee resolution stated that the initiative is "not the most effective approach to promoting engineering professionalism."
The Council remains a strong supporter of NCEES and will continue to work with the organization in a wide range of areas to benefit the engineering community.

| Take ACEC Liability Insurance Survey Now; Deadline Extended To May 23
The 2008 ACEC Professional Liability Insurance Survey of Member Firms for fiscal year 2007 is being extended online through Friday, May 23.
This annual survey collects information on Member Firms' professional liability insurance experience, including claims and the threat of litigation.
Member Firms that respond to the survey will receive a free copy of the complete results upon request. The survey results will also be available for sale through the ACEC Bookstore.

A summary of the survey results will be published in the July/August 2008 issue of Engineering Inc.

| ACEC/Montana Reaches 2008 PAC Goal

ACEC/Montana became the latest state organization to achieve its 2008 ACEC/PAC fundraising target.
The Treasure State joins Wisconsin, Kentucky, Tennessee and Metro Washington in meeting their 2008 fundraising goals, with several other states closing in, including Kansas, Indiana, and Arizona.
"Stepping up to support ACEC/PAC continues to be a major priority for Montana firms," said ACEC/Montana PAC Champion Vaughn Anderson of DJ & A in Missoula. "They definitely understand the connection between strong political programs that help elect pro-engineering candidates to Congress, and better legislation that benefits all ACEC members."
A record 33 state organizations met their respective ACEC/PAC goals in 2007, and the fundraising pace in 2008 has quickened as Election Day nears.

| Program Management Opportunities Surge As Governments Cope With Funding Cuts
Program management has become one of the hottest construction trends, with many federal, state and local government agencies embracing the concept to address declines in funding and staff.
According to an ENR Finance and Labor Report, revenues from program management increased 36.2 percent in 2007 to $4.85 billion in fees among the 100 largest A/E firms.
ACEC and Northwestern University have partnered to explore the growing number of opportunities in program management with a new two-day course: Advanced Project and Program Management, to be held June 16-17, 2008 in Evanston (Chicago), Ill., and moderated by Steve Mulva of the Construction Industry Institute.
Program management allows public and private owners to hand off start-to-finish management of large-scale or multiple projects to engineering firms. Typical services include planning, information systems, programming, design, construction management, asset management, regulatory compliance and other professional activities.
Many ACEC Member Firms are diversifying services to take advantage of the vibrant program management market. Metcalf & Eddy, an AECOM company, provided program management services for the multi-year $3.5 billion Boston Harbor Cleanup project; Tetra Tech recently received a $75 million EPA Watershed Management contract; and ARCADIS is working with 24 private sector firms to build a 110-mile elevated high-speed rail system connecting 14 Southern California cities.

| Congress Strengthens QBS In SAFETEA-LU Technical Corrections Bill
Congress has cleared a transportation technical corrections bill that includes ACEC-backed language to enhance the applicability of QBS to federally-funded transit projects.
The House and Senate passed the underlying legislation (H.R. 1195) to make a number of minor and technical corrections to various highway, transit, safety and research programs under SAFETEA-LU, including modifications to several congressionally directed projects.
ACEC supported the legislation, which also includes language that closes an opt-out loophole and requires the use of QBS on federal transit projects. President Bush is expected to sign the bill into law.
"We're pleased that Congress has finally moved this important legislation," said ACEC Transportation Committee Chairman David Oates of Oates Associates. "It will allow hundreds of highway improvement and expansion projects to move forward, and it makes clear that QBS applies to federal transit projects without exception."
