| ACEC Backs Private Activity Bond Bill For Water Infrastructure

ACEC is backing new legislation introduced this week in the House by Rep. Bill Pascrell, Jr. (D-NJ) that will make it easier for state and local governments to raise funds for critical water infrastructure projects.
The Sustainable Water Infrastructure Investment Act (H.R. 6194) would lift the state volume cap on private activity bonds for water and wastewater projects, significantly expanding the availability of low-cost financing.
"This legislation represents a good, common-sense way to raise additional resources to meet our water needs," said Rep. Pascrell. "I look forward to working with ACEC and other stakeholders to get this measure enacted into law."
If passed, the bill will provide communities with an important new financing tool to address water infrastructure financing challenges. Projections from Wall Street analysts and the Environmental Protection Agency estimate that the legislation could raise as much as $6 billion each year for water projects. The cost to the federal government would be significantly less—only $214 million over the next ten years according to Treasury Department estimates.

| ACEC Conveys Concerns Over Climate Change Legislation
ACEC President Dave Raymond weighed in this week during the Senate debate on climate change legislation to express industry concerns about provisions that could unnecessarily delay future transportation projects.
S. 3036, the Lieberman-Warner Climate Security Act, seeks to create a "cap-and-trade" program to reduce carbon dioxide and other greenhouse gas emissions by up to 66 percent below current levels over the next three decades. From 2012 to 2050, emissions would be capped at declining levels for electric power plants, large manufacturing and commercial facilities, as well as transportation fuel refineries.
Revenues derived from the carbon trading program would be invested in several areas, including transit programs. Section 611 of the bill authorizes as much as $171 billion over the life of the program for transit investments.
While supportive of the investment, Raymond raised serious concerns over provisions in the bill which establishes a new set of transportation planning requirements. The section requires certification of "state-wide transportation plans" by the U.S. Environmental Protection Agency (EPA) as a condition for using the $171 billion proposed for transit projects.
"Adding an additional layer of EPA oversight will only add more time to an already lengthy planning and project development process," said Raymond, who urged the Senate to reject the new planning requirements and use well-established planning rules that are already in effect for federal transportation programs.
Raymond also implored the Senate to include highway capacity projects that reduce congestion as eligible for funding under the new program. "The nation's road system is not keeping up with growth in system usage, resulting in an ever-growing congestion problem which wastes fuel and results in greater emissions of harmful pollutants," he said.

| Redesigned CASE Website Offers Expanded Member Services
The newly redesigned website of ACEC's Council of American Structural Engineers (CASE) features enhanced member services, increased interactivity and greater navigability.
Launched this week, the website features a new contemporary appearance and articles and commentaries written by CASE members for various industry publications.
CASE has also expanded the website's Members Only section to include forums and bulletin boards where members and committees can post comments and exchange ideas related to CASE documents and projects. From this section, members can also download or order all CASE guidelines, contracts and tools, which are provided free of charge to CASE member firms.

Three Students Win 2008 ACEC Scholarships

ACEC's Committee of Fellows has selected three engineering students to receive 2008 ACEC Scholarships.
Paul Vukonich, a senior at North Dakota State University, will receive the $10,000 ACEC Scholar of the Year scholarship. Vukonich will earn his engineering degree in December 2008.

Matthew Reil, a senior at the Stevens Institute of Technology in Hoboken, N.J., will receive the $7,500 Kennedy/Jenks Consultants Scholarship in honor of David D. Kennedy, senior principal of the San Francisco-based firm, and currently a member of the ACEC Executive Committee. Reil will earn both his bachelor's and master's degrees in engineering in May 2009.

Katie Keller, a senior at the University of Delaware, will receive the first $5,000 Small Firm Council Scholarship. Keller received her engineering degree in May 2008.
ACEC will recognize the three award winners at the upcoming Fall Conference in Montreal, Canada.
The Committee of Fellows, which administers ACEC's scholarship programs, encourages other member firms to consider similar "named scholarships" to provide important support to engineering students in need of financial assistance.
