ACEC Urging Infrastructure Funding In Possible Second Stimulus Package

Congressional leaders are considering a second bill in an attempt to stimulate economic growth, including billions in funding for “ready-to-go” transportation and infrastructure projects.

A second stimulus bill is now a possibility after six straight months of job losses, rising energy costs and food prices, along with increasing concern about the lackluster economy, despite a previous stimulus bill that featured rebate checks and business tax credits.

ACEC is emphasizing to House and Senate leaders the importance of including a strong infrastructure component in any second stimulus package. ACEC led a coalition effort to add $5 billion in infrastructure investment during the debate over the first stimulus package earlier in the year. To expedite passage at that time, White House and Congressional leaders did not include infrastructure funding in the bill.

Additionally, as part of the effort to build the case for infrastructure investment, ACEC has been invited to testify at a congressional hearing later in the month to review the merits of such investment in spurring economic growth.

ACEC/PAC Supports House Members In Illinois, Texas, California

As the campaign season ramps up, ACEC members are raising individual contributions and using ACEC/PAC resources to engage in critical congressional races throughout the nation.

Several ACEC/Illinois members gathered recently to support Rep. Peter Roskam (R-IL), who built a strong relationship with the engineering community during his time in the state legislature. Roskam, who has supported key industry priorities in Congress, faces a strong re-election challenge this year.

“Roskam is a part of the ‘ACEC pro-business caucus’ that we need to build and maintain in Congress,” said ACEC/Illinois Executive Director David E. Kennedy.


Rep. Ellen Tauscher (D-CA)
In California, Chris Poland of Degenkolb Engineers and ACEC Vice Chairman David D. Kennedy of Kennedy/Jenks Consultants hosted a fundraising reception to honor Rep. Ellen Tauscher (D-CA). Tauscher is a senior member of the House Transportation and Infrastructure and Armed Services Committees. She also chairs the New Democrat Coalition, a centrist group that promotes policies to strengthen the economy and make America more competitive in the global marketplace.

“Congresswoman Tauscher has a business background and approaches problems with that perspective,” said Poland. Added Kennedy: “She also has a long history of supporting federal investment on water infrastructure. It was great to see so many engineers in the area come out and support her at the event.”

In addition, ACEC members in Texas hosted an industry luncheon to support Rep. John Culberson (R-TX), a key member of the House Appropriations Committee.

Event organizers included Ray Messer and Edwin Friedrichs of Walter P. Moore and Associates in Houston, and Texas ACEC/PAC champion Don Durden of Civil Engineering Consultants in San Antonio.

“I know Congressman Culberson was extremely appreciative of the event and we were glad we could support his re-election effort,” said Messer. Durden added: “He’s been a strong advocate for addressing local infrastructure needs in Texas, and believes in harnessing the energy and creativity of the business community to solve our nation’s problems.”

CELSOC Officially Now ACEC California

The Consulting Engineers and Land Surveyors of California (CELSOC) is now officially the American Council of Engineering Companies of California (ACEC California).

The name change took effect on July 1, along with a new Website address: www.acec-ca.org.

ACEC California represents 1,200 private consulting and land-surveying firms throughout the state and actively initiates and takes positions on legislation, stimulates discussion of important industry issues and encourages the development of public/private engineering solutions.

Bentley and Autodesk To Make BIM Systems Compatible

In response to concerns from ACEC and client users for compatibility between Building Information Modeling (BIM) software, Bentley and Autodesk have agreed to exchange their software libraries and support each other’s application programming interface tools.

The agreement, which the two rival industry leaders announced this week, marks a major step toward eliminating the compatibility challenges faced by engineering firms using BIM.

The current state of the software does not support multiple BIM platforms. For firms doing business with multiple government agencies—or a single agency that requires more than one BIM application—the cost of additional software and training can result in a firm being unfairly excluded from competing, especially small firms.

“I think we are making progress here,” said Robert Bank of the U.S. Army Corps of Engineers.”

For more than a year, ACEC and client users have championed the use of Industry Foundation Call (National BIM Standards) compliant software to provide BIM benefits and enhance interoperability.

Bentley and Autodesk pledged to share the necessary information to allow each platform to read, write and submit in the competitor’s file format. Both firms cautioned that many technical details and questions remain to be resolved.

Industry consensus views BIM as the wave of the future in the design, construction, operation, and maintenance of facilities and infrastructure. The incompatible formats in the marketplace, however, have limited implementation of the technology.



2009 ACEC Convention Session Proposals Due July 21

Speakers interested in presenting educational sessions at the ACEC 2009 Annual Convention and Legislative Summit, April 26-29, in Washington, D.C., must submit their proposals to the ACEC Institute for Business Management by 5 p.m. on July 21.

Presentations last 75 minutes and should focus on one of nine topic tracks: Business Management and Quality, Finance, Human Resources, Information Technology, Leadership, Legal and Risk Management, Business Development, Project Management and Project Delivery, and Market Sectors and Opportunities.

Priority will be given to topics that encourage company growth and development and support strong business practices.

Join ACEC’s Senior Executives Institute ‘09 Class 15

Since its inception in 1995, ACEC’s highly regarded Senior Executives Institute (SEI) has challenged A/E executives to “try new ways of thinking.” As the first executive leadership course ever designed specifically for engineers and architects, SEI has helped more than 250 executives identify and fine-tune their leadership and personal mastery skills.
