| House Poised to Act on ACEC-Backed Bridge Bill

The House of Representatives is expected to consider ACEC-supported legislation before the end of the month to improve the nation's bridge inspection, rehabilitation and repair programs.
The National Highway Bridge Reconstruction and Inspection Act (H.R. 3999) authorizes $1 billion for Fiscal Year 2009 for the Federal Highway Administration's Highway Bridge Program. The bill includes a key Council recommendation that requires the Department of Transportation to develop a new risk-based process for bridge inspection and repairs.
The measure calls for the DOT to establish bridge repair priorities based on safety, serviceability, along with passenger and freight mobility. It also requires states to establish five-year performance plans for the inspection, rehabilitation and replacement of deficient or obsolete bridges. An ACEC-backed provision requiring bridge program managers and team leaders to be state-licensed engineers also is included.
In the wake of the I-35 bridge collapse in Minneapolis last August, ACEC members Ray McCabe, HNTB's senior vice president, and Mark Bernhardt of Burgess and Niple provided Congressional testimony on the need for a risk-based approach to bridge inspections and repairs.
"I am pleased that Chairman (James) Oberstar heeded the recommendations of the engineering community in this bill," said McCabe. "This legislation will allocate resources more efficiently, provide for a more consistent rating and review system across all states and promote greater use of advanced technologies and materials."
While the House is prepared to move the bill, Senate action is uncertain before the end of the year. Should Congress fail to act before adjournment this year, the bill will likely be folded into a larger highway bill in 2009. |
| Senate Committee Puts Highway Trust Fund Fix In 2009 Spending Bill
The Senate Appropriations Committee has approved legislation that would correct the shortfall in the Highway Trust Fund. The ACEC-supported provision was inserted in the FY'09 appropriations bill that funds transportation, housing and urban development programs.
The fix involves a transfer of $8 billion from the General Fund to avert a threatened 34 percent cut to state highway programs. The credit essentially returns revenues to the Trust Fund that were transferred to the General Fund in TEA-21 in 1998.
While it is unlikely that Congress will complete work on the 2009 spending bills this year, the Senate action will aid the efforts of ACEC and its industry allies to insert the trust fund fix into an end-of-year "continuing resolution" that will keep government programs running into 2009.

The publication will depict how ACEC Member Firms have been responsible for America's major engineering achievements over the past centuryand how the Council protected and advanced the industry's business interests during the same time.

| CAMEE To Partner With ASHRAE On Business And Risk Management Issues
ACEC's Council of Mechanical and Electrical Engineers (CAMEE) will join forces with the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) to address the business and risk management concerns of both organizations.
The Coalition will be part of an ASHRAE Technical Committee to improve coordination between the two groups on specific business and risk management activities, and "expose CAMEE's business and risk management educational programs to more M/E/P firms," said CAMEE Chair-elect Robin Greenleaf of Architectural Engineers, Inc. in Boston.
CAMEE and ASHRAE have a Memorandum of Understanding to jointly share efforts of common interest. ASHRAE focuses on technical issues, while CAMEE helps Member Firms improve the business of engineering.
During the recent ASHRAE annual meeting in Salt Lake City, CAMEE presented an educational program on Building Information Modeling (BIM) and hosted a roundtable and a seminar on business and risk management issues impacting M/E/P firms.

Proposals To Present At 2009 ACEC Convention Due July 21
Speakers interested in presenting educational programs at ACEC's 2009 Annual Convention and Legislative Summit, April 26-29, in Washington, D.C. must submit their proposals by 5 p.m. on July 21 to the Institute for Business Management.
Each program will last 75 minutes and should focus on topics that encourage company growth and development. Proposals that support strong business practices will get priority in the final selection process.
