| ACEC Urges Congress To Pass Infrastructure-Based Economic Stimulus Package
Congress needs to address rising unemployment and economic decline with robust investment in infrastructure, ACEC President Dave Raymond urged congressional leaders this week. Click here for Raymond’s letter.
Congress is scheduled to meet next week for a "lame duck" post-election session to consider stimulus legislation. It remains uncertain whether infrastructure funding will be part of the package.
"An infrastructure-based economic stimulus package would spur immediate job creation and economic growth. At the same time it would help create the critical infrastructure base needed for America to compete in the 21st century—an added benefit that an exclusively tax-based stimulus program can't offer," said Raymond.
The House passed a stimulus bill in late September (H.R. 7110) that included over $30 billion for infrastructure. Raymond called on Congress to pass at least that level of funding so states and local agencies can move forward with thousands of "ready-to-go" projects.
In addition, Raymond emphasized the need to expand the Emergency Economic Stabilization Act to help states and municipalities—hampered by tight credit and high interest rates—access needed credit for infrastructure programs. He also urged for repeal of the onerous 3 percent withholding mandate on government contracts. |
| Nationwide Voters Strongly Support Infrastructure Initiatives

Infrastructure was the big winner on Election Day as voters throughout the nation approved more the $71 billion in new revenue for expanding and repairing transportation and water infrastructure projects.
The three largest nationwide infrastructure ballot initiatives that passed were:
- a $10 billion statewide bond measure in California to provide initial financing for a high-speed rail system;
- a half-cent sales tax in Los Angeles County to raise $40 billion for transit and road projects;
- a sales tax increase in the Seattle region to fund $17.8 billion worth of transit projects over the next 20 years.
In Rhode Island, voters also approved a measure to allow the state to borrow $87 million for transportation infrastructure improvements. Its passage makes the state eligible for $436 million in matching federal funds for transportation.
In Pennsylvania, more than 62 percent supported a $400 million clean water ballot initiative for water and sewer projects. The approval allows the state's Infrastructure Investment Authority to make grants and loans available for improvements to municipally owned water and wastewater systems.
"ACEC/Pennsylvania was very happy to see this referendum pass so overwhelmingly by the voters of Pennsylvania," said Andrew Hilt, executive vice president of ACEC/Pennsylvania, "Water and wastewater infrastructure funding is needed in the Commonwealth. Now that these dollars have been approved by the voters, ACEC/Pennsylvania will work with the Pennsylvania Infrastructure Investment Authority to make sure that our members are positioned to help their clients access these funds."

| NTSB Faults Gusset Plates in I-35W Bridge Collapse
The National Transportation Safety Board (NTSB) reviewed a final report this week on last summer's I-35W bridge collapse in Minneapolis in which the failure of certain steel gusset plates was identified as the cause of the disaster.
The bridge carrying 140,000 vehicles daily failed during the evening rush hour on August 1, 2007. Thirteen people were killed and 145 were injured.
The NTSB is expected to make safety recommendations based on the findings. ACEC President Dave Raymond urged policymakers to keep the bigger picture in view when considering the report.
"Regardless of the NTSB's final conclusions, the I-35W bridge collapse was a tragic reminder that we simply cannot continue to under-invest in the nation's critical infrastructure," said Raymond. "Sufficient funding must be made available to rebuild and maintain these structures that are so vital to the safety and economy of our nation."

| ACEC Hosts Orientations For Member Organization Leadership

Sixty ACEC leaders representing 33 State Organizations were briefed on Council programs and services during the 2008 Leadership Orientations, held at ACEC headquarters in Washington, D.C.
"The orientation was very good," said Monty Miller, president of ACEC/South Dakota. "We learned a lot about what ACEC does and what it can provide to our members. I also enjoyed meeting with my peers on the state level."
Led by ACEC Chairman John Hennessy and President Dave Raymond, the orientations featured one-and-a-half day briefings held three consecutive weeks.
Leaders of COPS, CASE, the ACEC Life/Health Insurance Trust, and the ACEC Business Insurance Trust also participated.
"The presentations were excellent," said Mike McGaugh, president-elect of ACEC/Louisiana. "I wish we could bring our entire executive committee."
