| ACEC Grassroots Action Bolstering Stimulus Infrastructure Investment
As the Senate continues working this week to find a compromise approach that will garner bipartisan support for an economic stimulus package, ACEC members have already sent more than 1,000 letters to Senate offices advocating increased infrastructure investment.

“In reality, the number of infrastructure projects that are ready to be contracted and started within the next 90 to 180 days far exceeds the funding in the current stimulus package,” says ACEC President Dave Raymond. “And ACEC is bending every effort to get this message before Congress.”
The nearly $900 billion Senate package today allocates over $45 billion for highway, transit, aviation and rail projects; over $7 billion for water and wastewater; $16 billion for school construction and modernization; over $21 billion in block grants, bonds and tax incentives for energy projects; and over $13 billion for Defense Department and VA facility construction.
The Senate package also includes $342 billion in tax changes, including a delay in the implementation of the 3 percent withholding mandate to 2012, which is fully repealed in the House-passed bill.
ACEC and its industry allies are advocating higher infrastructure funding levels amid bipartisan efforts to eliminate non-stimulus provisions in the package.
“We could easily absorb twice the infrastructure investment that is currently contained in the stimulus package,” says Raymond. “And that increased investment would provide a substantial and immediate boost to our economy.”

| ACEC-Recommended Protections For Engineers Included In Levee Safety Report
The National Committee on Levee Safety (NCLS) recently presented a report to Congress that includes several ACEC priorities for protecting engineering firms and other contractors undertaking levee inspection activities.
The NCLS was created by Congress in 2007 to develop recommendations on a national level regarding the safety of the nation’s levees. The Committee is chaired by the Corps of Engineers and includes participation by FEMA, ACEC, and other public and private entities.
Five of the report’s 20 recommendations developed by ACEC are:
- Swiftly address emerging levee liability issues thus reducing the potential liability of engineering firms and/or government agencies that perform engineering services for levee systems.
- Change levee “certification” to “compliance determination” to clarify that such work does not constitute a safety guarantee or warranty.
- Develop and adopt national levee safety standards to identify best engineering practices and standard of care.
- Develop tolerable risk guidelines to understand options to reduce risks and achieve better informed decisions in an environment of uncertainty.
- Develop and implement a public involvement and education/awareness campaign to improve the public’s understanding of the role of levees
and the risks involved.
These recommendations were developed as part of a position paper ACEC provided to the Committee during its deliberations prior to the release of the final report.
