| Special Seminar To Provide Updates On Stimulus-Based Transportation Funding
Stimulus $ for Transportation Projects: Highway, Rail, Transit and Beyond
March 26, 1:30-3 p.m.—Online
Senior U.S. Department of Transportation officials will brief ACEC members on important transportation funding contained in the recently enacted economic stimulus package during a special online ACEC seminar on March 26.
Called Stimulus $ for Transportation Projects: Highway, Rail, Transit and Beyond, this seminar is considered a "must" for ACEC Member Firms engaged in transportation-related work. Click here to register.
The American Recovery and Reinvestment Act includes over $48 billion for transportation projects. Funding is already flowing to the states, and new implementation guidance is starting to be released to help agencies and the industry understand the new program.
King Gee, associate administrator for infrastructure with the Federal Highway Administration (FHWA) will brief ACEC members on funding for highway and bridge projects. He will be joined by senior officials from the Federal Transit Administration (FTA) and the Federal Railroad Administration.

ACEC’s Centennial Celebration at Convention
 The Capitol Steps Comedy Troupe will join ACEC’s Centennial celebration. |
The Capitol Steps, the world-renowned musical comedy troupe, who can make even the most serious issue hilarious, will perform at the upcoming 2009 Annual Convention, April 26-29 at the Grand Hyatt Hotel in Washington, D.C.
Made up of former Congressional staffers turned songwriters, the Capitol Steps will use comedy material from their 28 popular albums dating back to 1984, including their latest—Campaign and Suffering—featuring parodies of the recent presidential election.
Their performance will be part of the Centennial Soiree Opening Reception and Dinner, to be held Sunday, April 26. The program also features dancing with music provided by the renowned Radio Kings Orchestra, Washington’s most exciting big band.

| Eight To Vie For Engineering's Top Honor At Engineering Excellence Awards Gala

One of eight Grand Award winning projects will be named the year's best engineering achievement at the upcoming Engineering Excellence Awards (EEA) Gala—the "Academy Awards" of the engineering industry—on Tuesday, April 28.
The annual black-tie EEA Gala, a highlight of the ACEC Annual Convention, will celebrate 168 engineering accomplishments by Member Firms, and present Honor Awards, Grand Awards, and the Grand Conceptor Award for the top engineering effort.
Emmy Award-winner Ross Shafer will serve as master of ceremonies.
The eight Grand Award winners from which the Grand Conceptor Award will be chosen are:

| ACEC Argues For More Outsourcing Of Stimulus Work
Writing in the National Journal's Transportation Experts Blog, ACEC President Dave Raymond urged state transportation agencies to rebuild their management and procurement capabilities rather than augmenting their in-house design engineering staffs to undertake stimulus work.
"It is most unfortunate that some agencies are continuing to make unwarranted investment in retaining extensive in-house engineering capability to perform functions that are not inherently governmental, thereby limiting resources that could be used for management improvements," said Raymond.
"Rather than competing directly with the private sector, agencies should shore up their management functions for effective planning, procurement and contract administration, and leave the extensive design work to the private sector.
"Such an approach would assure both the management and innovation that our critical infrastructure programs now require."

For the third consecutive year, ACEC/Wisconsin is the first state to meet its annual PAC fundraising goal.
Leadership in the Badger state credits the timing of recent legislative action on the federal level and a history of statewide PAC promotion as the key reasons for their success. This is the fifth consecutive year that Wisconsin has met its ACEC/PAC goal.
"ACEC members in Wisconsin understand that now is exactly the time to support ACEC/PAC," said ACEC/PAC Champion Rajan Sheth, president and CEO of Mead & Hunt, Inc. in Wisconsin. "Congress is at the center of so much that affects our firm and our future. With everything at stake right now and down the road, how can anyone afford not to give to ACEC/PAC?"
Sheth also praised the active involvement of ACEC/Wisconsin past President Phil Budde of Strand Associates, current President Jim Owen of MSA Professional Services, and Executive Director Carol Godiksen who not only educate members about the efforts on their behalf by ACEC on Capitol Hill, but encourage strong support of its political programs, especially ACEC/PAC.
"Congressional action on the infrastructure stimulus package drove it home for many engineers in the state," said Owen. "We need to have an effective voice speaking loud and clear for us in Washington, D.C. whenever decisions are made affecting engineering firms. ACEC/PAC gives us that voice."

ACEC President and CEO David Raymond met with Congressman Chris Van Hollen (D-MD), National Chairman of the Democratic Congressional Campaign Committee (DCCC) at DCCC headquarters in Washington, D.C. this week to present an ACEC/PAC check and discuss the upcoming election cycle.
ACEC/PAC set a record for candidate disbursements last year, contributing almost $1 million to House and Senate campaigns, and hosting nearly 50 fundraising events for key Democratic and Republican congressional candidates.

| Applications Accepted Now For The 2009 QBS Grant Program
ACEC is launching its 2009 Qualifications-Based Selection (QBS) Grant Program to assist states with their efforts in promoting the use of QBS.
This year marks the 10th anniversary of the grant program, designed to support states in the creation of programs to familiarize public owners with the advantages of QBS and broadening the use of QBS among state and local agencies.
Since its inception, more than $425,000 has been disbursed to the states. ACEC is joined this year by the American Public Works Association (APWA), the American Institute of Architects (AIA), the National Society of Professional Engineers (NSPE), and the American Society of Civil Engineers (ASCE) to establish a grant pool of $25,000.
Each Member Organization has recently received grant applications which are due back to ACEC by May 29. In addition, states that have previously hit the $20,000 cap on grant funds are now eligible to re-apply for new grant funding.
ACEC's QBS Awards Program is also accepting nominations for recognition of both public and private organizations that make exemplary use of the QBS selection process at the state and local levels. Nominations for this year's awards should be submitted by March 27.
