ACEC to President Obama: Move Forward on New Transportation Bill

ACEC President and CEO Dave Raymond called on President Barack Obama this week to reconsider his proposed delay of a new six-year surface transportation program for 18 months.

With the economy still lagging and unemployment numbers rising, Raymond wrote in a letter to President Obama that early passage of the transportation bill is an essential component of the nation’s economic recovery effort.

“Failure to pass a long-term transportation bill will prevent state and local governments from investing in major infrastructure upgrades that will generate sustainable new jobs and economic activity,” said Raymond.

Raymond was also featured in the editorial section of the Washington Post this week, where he urged prompt consideration of the transportation bill.

Responding to a Post column by President Obama that asserted that our nation must both rescue the economy and build for the future, Raymond asked: “Why, then, has the administration proposed delaying by 18 months passage of a new six-year transportation bill, which would accomplish the president’s goals by spurring economic growth and job creation?

Homeland Security Officials Brief ACEC On Business, Partnering Opportunities

Senior officials from several agencies within the Department of Homeland Security met with ACEC’s Federal Agencies and Procurement Advocacy (FAPA) Committee this week to outline federal contracting developments and opportunities.

Bob Shea, FEMA’s associate deputy administrator, discussed the growth of his agency’s programs in the aftermath of Hurricane Katrina. Jake Hansen, director of FEMA’s Acquisition Management Division, reviewed the agency’s acquisition procedures and emphasized support for Qualifications-Based Selection (QBS).

Captain Karl Calvo, chief of the U.S. Coast Guard Office of Civil Engineering, described contracting opportunities for A/E firms in environmental and planning services, and tower and underwater inspections.

Mila Kennett-Reston of DHS’ Office of Science and Technology described her department’s opportunities in infrastructure resiliency.

“With so much going on at DHS, it’s important that we as an industry stay engaged with them,” said R. Fernando Pasquel, vice president of Michael J. Baker Jr., Inc. in Alexandria, Va. “These committee meetings allow us to stay up-to-date with contracting developments and opportunities.”

Rep. Blumenauer Introduces New Water Trust Fund Bill in the House


Rep. Earl Blumenauer (D-OR) looks to create a water trust fund.
Rep. Earl Blumenauer (D-OR) introduced legislation this week (HR 3032) that would create a new trust fund, supported by dedicated revenue streams, to fund an expanded federal water infrastructure effort.

ACEC is working closely with the American Public Works Association and a coalition of public agencies, contractors, and other stakeholders to build support for the trust fund concept.

The bill would raise approximately $10 billion annually through new levies on certain soft drinks, pharmaceuticals, and other consumer products, as well as a 0.15 percent corporate tax on profits over $4 million. The new funds would flow to the states through the existing Clean Water Act and Safe Drinking Water Act State Revolving Fund programs.

A significant portion of the funding for wastewater projects would be set aside for negative-interest loans and principal-forgiveness loans. In addition, six new grant programs would be created to fund water and wastewater system security, climate change mitigation and adaptation assistance, workforce development, sewer overflows, research development and technology demonstration programs, and a drug take-back program.

A subcommittee of the House Transportation & Infrastructure Committee held a hearing on the legislation this week, but it is uncertain that the bill will see further consideration this year.

CASE Workshop Examines Sustainable Design Opportunities and Risks

ACEC’s Council of American Structural Engineers (CASE) will present a special afternoon workshop, How Can Structural Firms Benefit by Understanding Sustainable Design? on August 19 in Chicago.

Held in conjunction with the CASE 2009 Summer Meeting, the workshop will provide an overview of LEED (Leadership in Energy and Environmental Design) and other recognized rating systems, cover core principles of sustainable building practice and examine environmental impact mitigation through industry case studies. In roundtable discussions, participants will explore technical and business opportunities and barriers within the sustainable design process.

Scheduled speakers include Dirk Kestner of Walter P Moore; Helen Torres of Thornton Tomasetti; Terry McDonnell of Halcrow Yolles; Roy Wilson of George Butler Associates, Inc.; and Don Allen of the Steel Framing Alliance.

Vig Wins ACEC Drawing for Jade Necklace

“The necklace looks beautiful and I’m excited to be able to surprise my wife with it,” said Vig. “And I’m looking forward to Palm Springs in October.”

ACEC held the drawing among all members who had registered for the 2009 ACEC Fall Conference by July 1. The Conference will be held in Palm Springs, October 7-10. The necklace, which is valued at $1,250, was donated by William Jeffrey’s Jewelers.

July 22 Deadline to Submit Proposals for 2010 Spring Convention Approaching Fast

Proposals for session presentations at the ACEC 2010 Annual Convention and Legislative Summit must be submitted to the ACEC Institute for Business Management by July 22. Convention dates are April 25-28, 2010, in Washington, D.C.

Sessions are to be 75 minutes on topics under any of nine tracks: business management and quality, finance, human resources, information technology, leadership, legal and risk management, business development, project management and project delivery.

Featuring a unique combination of educational programming, Capitol Hill visits, the Engineering Excellence Awards Gala, networking opportunities, tours and exhibits, the Annual Convention has historically attracted an impressive roster of design professionals with wide-ranging professional education interests.

Senior Executives Institute Has Final Few Openings for September Class 15
