| ACEC Spells Out Engineering Industry Concerns over Health Care Legislation
ACEC President Dave Raymond this week outlined several industry concerns regarding proposed reforms to the nation’s health care system.
Separate efforts in the House and Senate to move major health care reform initiatives fell short before Congress adjourned in August, pushing the debate into the fall.
In a letter this week to Speaker of the House Nancy Pelosi (D-CA), Raymond said that ACEC Member Firms agree on the need for affordable, quality health care options for all Americans. “However we are concerned that certain elements of the legislation as drafted will impose new mandates and increase costs for engineering firms and their employees.”
Specifically, Raymond targeted proposed requirements that employers would either have to provide a mandated level of health benefits or pay an 8-percent excise tax on their entire payroll; the inclusion of a public health insurance option; the failure to address the ongoing need for medical liability reform; and the impact that a proposed surtax on high incomes would have on firms that are organized as pass-through entities.
Raymond recommended that Congress consider association-sponsored trusts as a component of the legislation, saying that they are a way of controlling costs while maintaining quality. To read Raymond’s letter to the Speaker, click here.

| CH2M Hill’s Peterson to Receive Industry’s Highest Award at ACEC Fall Conference

ACEC will present its 2009 Distinguished Award of Merit to Ralph Peterson, chairman emeritus of CH2M Hill, at the upcoming Fall Conference, October 7-10, in Palm Springs, Calif.
ACEC selected Petersen to receive the award—the highest honor that the Council can bestow upon an individual—for his lifetime of contributions to the industry and the nation.
Peterson, who will officially retire from CH2M Hill in October, had been CEO of the Englewood, Co.-based company since 1991. Under his leadership CH2M Hill grew from a $400-million firm into a global leader in full-service engineering with more than 25,000 employees worldwide and over $6.4 billion in revenues.
Peterson also serves on numerous national industry boards and played an important role in President Clinton’s National Environmental Technology Initiative.
Major CH2M Hill projects include design for the 2012 London Olympics, expansion of the Panama Canal, and Masdar City—a zero-carbon, zero-waste city being built in Abu Dhabi.
Other Fall Conference highlights include former Mexican President Vicente Fox who will discuss the global economy and America’s role; and David Doody, NASA flight operations lead engineer who will present stunning discoveries of Saturn and its moons from the Cassini Mission.
Targeted Conference education sessions will address industry trends, markets, and business practices in today’s challenging economy, including leveraging ARRA dollars, identifying new capital sources, taking advantage of new business opportunities, and moving towards web-based project management.

| House Approves Small Funding Increase in Annual Transportation Spending Bill
The House of Representatives increased spending only slightly when it approved the annual appropriations bill for transportation programs for Fiscal Year 2010. Lawmakers continue to debate long-term authorizations and financing for highways, transit and aviation systems.
The bill provides about a 1 percent increase for most transportation programs, including $41.9 billion for highways, $213 million above current levels; $10.5 billion for transit, $252 million above current levels; and $3.5 billion for airport improvement projects, the same as the last four years.
The biggest increase was provided for high-speed and intercity passenger rail, which is slated to receive $4 billion, in addition to $1.5 billion for Amtrak.
The bill presumes that Congress will pass legislation to raise adequate revenue to fund the highway and transit levels provided in the bill. Current budget projections show a significant shortfall in the Highway Trust Fund in Fiscal Year 2010.
ACEC encourages members to continue to press their Congressional delegation on the need for a multi-year surface transportation bill with adequate and stable financing to address the current infrastructure funding gap. The Senate Appropriations Committee has also approved its version of the bill, with moderately more funding for highways and transit and less funding for high-speed rail than the House bill. Full Senate action is slated for September. The new fiscal year begins October 1.

| New Continuing Education System Could Save Firms Thousands in Expenses
RCEP.net, a new web-based network system jointly developed by ACEC and NCEES, connects engineers and related professionals with quality education providers and records educational credits online to fulfill state licensing board requirements.
RCEP.net automates educational management system records and stores completed credits in a virtual, paperless system, eliminating firms’ expense and manhours in tracking and maintaining paper records of the continuing educational efforts of their professional staff.
“The RCEP.net system is designed to save midsized and larger firms thousands of dollars in administration expenses over time,” says Jeff Beard, ACEC vice president of the Institute for Business Management.
Engineers and related professionals can also find needed educational programs from a variety of providers on RCEP.net’s Master Calendar of educational offerings, which is searchable by date, location, discipline, and other pertinent fields.
ACEC encourages Member Organizations and Member Firms to enroll in the system. NCEES accreditation assures state licensing boards that the educational programming is of creditable quality and ACEC, through its secure RCEP.net database, keeps transcripts and attendance records for individuals and firms either for free or for a nominal fee.

| CASE Workshop Examines Sustainable Design Opportunities and Risks
ACEC’s Council of American Structural Engineers (CASE) will present an August 19 workshop in Chicago titled: How Can Structural Firms Benefit by Understanding Sustainable Design?
Held in conjunction with the CASE 2009 Summer Meeting, the workshop will provide an overview of LEED (Leadership in Energy and Environmental Design) and other recognized rating systems, cover core principles of sustainable building practice and examine environmental impact mitigation through industry case studies. In roundtable discussions, participants will explore technical and business opportunities and barriers within the sustainable design process.
