New Audit, Compensation Rules For State DOTs To Be Previewed At Fall Conference

Updated compensation and audit guidelines for use by state DOTs will be previewed at the upcoming ACEC Fall Conference, October 7-10, in Palm Springs, Calif.

The new rules are included in the latest version of AASHTO’s Uniform Audit and Accounting Guide, which was developed after many months of extensive collaboration with ACEC and the Federal Highway Administration (FHWA).

ACEC members will be briefed on the new rules at a workshop featuring state DOT and FHWA officials and industry representatives. The workshop will review specifics of the new guide, including critical changes in compensation and minimum audit requirements. Presenters will also discuss how the guide alters the landscape for every firm with DOT clients and when you can expect your DOT to implement the new procedures.

The workshop will also feature a special segment on Federal Acquisition Regulations (FAR) compliance—helping every member understand the critical elements of the FAR Cost Principles that govern their work with state transportation agencies.

This is the first major unveiling and explanation of the new guidelines and a MUST ATTEND event for firms that contract with state DOTs.

ACEC/Hawaii, ACEC/Oregon Host Fundraisers For Key Lawmakers

ACEC members in both Hawaii and Oregon showed support for key congressional leaders during August fundraisers.

ACEC/Hawaii’s August 12 event was attended by 350 to support the re-election campaign of Senator Daniel Inouye (D-HI). Senator Inouye, who is seeking his ninth term, is chairman of the Senate Appropriations Committee and also serves on the Senate Commerce, Science, and Transportation Committee.

ACEC/Oregon hosted an early August event at David Evans and Associates, Inc. in Portland for Congressman Kurt Schrader (D-OR)—a member of the House Budget and Small Business Committees. Schrader voiced his support for a six-year highway transportation reauthorization and for the repeal of the 3 percent withholding mandate. He also answered questions concerning the current debate on health care reform.

House/Senate F.Y. 2010 Spending Bills Include Big Water Funding Increase

Legislation cleared by the House and working its way through the Senate includes significant funding increases for the Environmental Protection Agency’s Clean Water and Drinking Water State Revolving Funds (SRFs) that provide capitalization grants to states to operate loan programs for municipal water and wastewater projects.

For the Clean Water SRF, both the House and Senate bills boost the funding to over $2 billion for F.Y. 2010, more than double the 2009 funding level. The Safe Drinking Water SRF would receive $1.4 billion under both chambers’ versions, a $571 million increase above last year.

Other water infrastructure loan and grant programs are included in the Agriculture Department’s budget, which was provided $546 million by the House, and $568 million in the Senate Appropriations Committee’s recommendations. The Superfund program would receive approximately $1.3 billion in both bills, just slightly above last year.

Both the House and Senate have acted on the budget for the U.S. Army Corps of Engineers and the Department of Energy. The Corps’ civil works programs would receive $5.5 billion under the House bill and $5.4 billion under the Senate bill, essentially flat funding from the current year.

The Department of Energy would see increases in the Energy Efficiency & Renewable Energy program, which funds the energy block grants and State Energy Office programs, with $2.3 billion provided by the House and $2.2 billion by the Senate, both amounts significantly higher than last year’s budget.

The Agriculture Department budget for renewable energy loans and grants, which was funded at $5 million this year but is a major Obama administration priority, would see increases to $20 million under the House bill, and $68.1 million under the Senate Appropriations Committee version.

Final numbers on all the budgets will need to be worked out in a conference committee when the Senate completes its work on the remaining bills which are scheduled to receive a floor vote in September.

Federal Government Opens Website to Report Use of Stimulus Funds

A new federal government website has been opened to assist contractors receiving economic stimulus funds to report on the use of those funds.

The American Recovery and Reinvestment Act of 2009 (ARRA) requires federal contractors that receive awards—or modifications to existing awards—funded, in whole or in part, by the Recovery Act to report quarterly. Federal Acquisition Regulation (FAR) 52.204-11 implements this requirement through the website www.federalreporting.gov.

Registration on the website began on August 17—contractors should click on the tab marked “For Recipients” for complete registration instructions. To register, contractors will need an e-mail address, a Data Universal Numbering System (DUNS) number and Central Contractor Registration (CCR). Information on DUNS and CCR is available on the website. ARRA funding recipients are recommended to register within 10 business days of receiving an award or ARRA-funded modification.

The reporting tool will be available on October 1, 2009. Reports, which are due October 10, 2009, can only be submitted after registration is complete.
