| ACEC Discusses Industry Priorities with New Highway Administrator

ACEC President Dave Raymond and Treasurer Terry Neimeyer discussed key industry issues last week with Victor Mendez, the recently confirmed head of the Federal Highway Administration (FHWA).
Raymond thanked the Administrator for his assistance in several Council initiatives, including a uniform approach to state DOT audits and the administration and oversight of engineering contracts.
Mendez recalled the collaborative relationship he enjoyed with ACEC/Arizona when he served as director of the Arizona DOT, and said he looked forward to an "open door" relationship with ACEC.
Raymond and Neimeyer pledged continued engagement with FHWA on several pending issues, including a potential rewrite of federal regulations governing consultant services.
“It was a very productive meeting. It is clear that the Administrator understands the concerns of the industry and wants to collaborate with us to improve the delivery of engineering services to our public clients,” said Raymond.

| Congress Approves One-Month Stop-Gap Funding for Transportation Programs
To avoid an interruption in federal funding for state highway and transit programs, the House and Senate included a one-month extension of SAFETEA-LU programs in the Continuing Resolution that keeps all government programs operating through October 31.
ACEC and its coalition allies support these short-term extensions in order to keep Congress focused on passing a new, six-year program in the current session, rather than delaying consideration to 2011.
Last week, the House of Representatives approved a three-month extension of federal highway and transit programs, which were set to expire on September 30.
Key Senate leaders embraced a 3-month extension, a critical change from previous Senate support for the 18-month delay proposed by the Obama Administration, but were unable to pass the measure this week.
The failed Senate extension included language to repeal an $8.7 billion rescission of state highway contracting authority. Included in SAFETEA-LU for budgetary reasons, the rescission hits states hard, following on billions in other rescissions in previous years.
Many states are already reporting cuts to highway projects due to the rescission, which took effect on September 30. ACEC is working with its industry partners to get the funding reinstated.

| Alaska Hits ACEC/PAC Goal for Seventh Consecutive Year

ACEC/Alaska has become the fifth state to achieve its PAC objective for this year, following Indiana, Nebraska, Hawaii and Wisconsin.
ACEC/Alaska President Willem Van Hemert of CRW Engineering Group in Anchorage said, “The question is not whether you should support ACEC/PAC, but rather, how much are you willing to give to protect your firm and your future opportunities. To me it’s a simple business decision.”
“Alaska is experiencing impacts from the recession that has affected so much of the Lower 48 states,” said PAC Champion Floyd Damron of CH2M Hill in Anchorage. “Thankfully, our colleagues in many Alaska firms realize that if we expect ACEC to be an effective advocate for us with the federal government, we need to have a fully funded political program to help deliver that message.”
Alaska has made its PAC goal for seven consecutive years.

| Future of Industry in "Good Hands" with New SEI Class

The ACEC Senior Executives Institute (SEI) welcomed its 26-member Class XV to Washington, D.C. this week for the start of an intensive two-year leadership training program for the engineering executives.
Class participants were briefed at ACEC headquarters before visiting with lobbyists and Congressional representatives on Capitol Hill.
The group also spent two days at the Brookings Institution, hearing from world-renowned experts on social, technical, economic, environmental and public policy trends that shape the marketplace for engineering firms and their clients.
“The new SEI class is an impressive group of mature and thoughtful engineering leaders who instill confidence that the future of our industry is in good hands,” said ACEC President Dave Raymond.

| Measures Point to Member Satisfaction With the ACEC Life/Health Trust
In August, which is the busiest month for employee benefit decisions, 94 percent of Member Firms chose to stay with the ACEC Life/Health Trust for their health coverage solutions, exceeding industry norms for similar businesses by 18 percent.
Further, 80 percent of Member Firm employees enrolled in the ACEC Life/Health Trust expressed satisfaction with their health care experiences, according to a recent third-party survey.
The ACEC Life/Health Trust represents more than 1,300 engineering firms for their health coverage. This group continues to add to their rolls each year, including recruiting new Member Firms to ACEC who also want the benefit of the Life/Health Trust coverage.
“The Trust is committed to a long tradition of sustaining and improving a valued member benefit within an ever more challenging and complex health care industry landscape,” said Philip E. | ACEC Young Professional of the Year Award Entry Deadline is October 12
Member Organizations and Member Firms seeking to recognize the achievements of a young engineer must submit their entry for the ACEC 2010 Young Engineer of the Year Award by October 12, 2009.
The Award acknowledges the accomplishments of engineers under the age of 30 who, while still at the beginning of their engineering careers, already have made significant contributions to the profession. Nominees will be evaluated by the Awards Subcommittee of the Committee of Fellows.
Award winners will be recognized at the 2010 ACEC Fall Conference and in Engineering Inc. magazine and will automatically compete for the 2010 New Faces of Engineering Awards, which are coordinated through National Engineers Week.
