| ACEC-Supported Spending Bill Boosts Water Funding, Extends SAFETEA LU
Federal programs that fund wastewater and drinking water infrastructure projects will see dramatic increases under an appropriations bill signed into law this week by President Obama.
The ACEC-supported bill, which funds the Environmental Protection Agency and other agencies, also extended key federal transportation programs for six additional weeks, giving Congress and the Administration more time to develop a longer term strategy to reauthorize SAFETEA-LU.
The bill provides significant funding increases for programs that provide capitalization grants to states to operate loan programs for municipal drinking water and wastewater projects. The Clean Water State Revolving Fund (SRF) receives $2.1 billionmore than triple the amount appropriated for 2009and the Drinking Water SRF gets nearly $1.4 billion, a major increase over the current $829 million funding level.
“We still have work to do to secure a long-term federal commitment to water infrastructure,” said ACEC President Dave Raymond, “but we commend Congress and the Administration for recognizing the pressing need for more investment in the short-term.”
The bill also sets aside at least 20 percent of the SRF funding for green infrastructure, water and energy improvements or other environmentally innovative activities. In addition, some of the funding must be used for principal forgiveness or grants.

| Minuteman Fund Helps ACEC/Maine Win Infrastructure Funding Victory

ACEC/Maine defeated two public referendums this week that would have limited the state’s ability to invest in infrastructure projects such as roads, bridges, water, and wastewater systems.
“It was a great victory with strong support from ACEC/National and members of ACEC/Maine,” said Scott Graham, president of ACEC/Maine. “These were critical defeats of referendums that would have seriously hampered much needed investments in our infrastructure.”
One of the initiatives would have put a spending cap on the state’s Highway Fund. The other would have cut in half the state’s auto excise tax, which Maine municipalities use for infrastructure investment. Both referendums were voted down by substantial majorities.
The Minuteman Fund, which gave a grant to support ACEC/Maine’s efforts to defeat the initiatives, is ACEC’s powerful resource for helping Member Organizations pursue legislative and legal initiatives of national importance. All Member Organizations are encouraged to avail themselves of this resource.

| AASHTO Audit Guide Online Series Continues with FAR Compliance
ACEC will offer two online seminars on the new AASHTO Uniform Audit and Accounting Guide next week.
On November 10, 1:30-3 p.m. ET, ACEC will reprise the hugely successful New State DOT Compensation and Audit Rules That Will Affect Your Bottom Line seminar. Two days later, ACEC will present Basic FAR Compliance in a Time of Increased Government Oversight, on Nov. 12, 1:30-3 p.m. ET. This interactive seminar will explore critical points of the Federal Acquisition Regulations (FAR) that firms must know in order to comply with federal, state and local procurement regulations. The program will also address FAR cost principles, indirect cost allowability and the implications of non-compliance with the myriad rules and regulations.
This timely bottom-line seminar will be presented by Julian Rosenberg of HDR and a former DCAA auditor, and Lynda Konomos of HNTB Companies. Both presenters participated on the AASHTO-ACEC Steering Committee that collaborated on the development of the new AASHTO Guide.

| Land Development Projects Needed for Special Engineering Inc. Feature
ACEC will highlight four Member Firms and their land development or land reclamation projects in the January/February 2010 issue of Engineering Inc.
If your firm has provided surveying, geotechnical or other site development services for a developer, and you think the project would be of interest to Engineering Inc. readers, ACEC would like to hear from you. The project can be in an on-going phase or recently completed.
To submit a project for consideration, please e-mail the following information to Engineering Inc. Staff Editor, Andrea Keeney, at akeeney@acec.org by Monday, November 16:
- Project name and location;
- Brief project overview, including any unique aspects; and
- Name, title and phone number of the Member Firm executive who will be interviewed for the profile.
If your project is selected, a reporter will interview the Member Firm executive to discuss original project goals, what challenges were faced and how these issues were overcome. The firm also will need to submit a formal, color headshot of the executive interviewed (hi-resolution — 300 dpi), as well as project photo(s) for inclusion in the magazine.
