| Oregon Surpasses 2009 ACEC/PAC Goal by Demonstrating "What's at Stake"

ACEC/Oregon became the ninth Member Organization to meet its 2009 ACEC/PAC goal this year, joining Tennessee, South Dakota, Massachusetts, Alaska, Indiana, Nebraska, Wisconsin, and Hawaii.
It marks the second consecutive year that the Beaver State has achieved its PAC fundraising objective—and it did so by demonstrating to its members “what was at stake legislatively, both nationally and for our state,” said ACEC/Oregon Executive Director Alison Davis.
PAC Champion Jack Beemer of David Evans and Associates in Bend, Ore. credited a team approach led by the ACEC/Oregon Board. “They formed the nucleus of our calling team,” he said. “We used our call lists, and expanded them; next year we will expand them again. Any state can meet their goal using this approach.”

| ACEC "Founding Father" Billy Sumner Dies
 Billy Sumner served on many government and industry commissions during his distinguished career. |
Billy Sumner, who served as chairman of ACEC in 1975-76, died on December 1, 2009. He was 86.
A life-long advocate for the engineering industry, Sumner played an active role in the passage of the Brooks Act in 1972, which mandates the use of QBS in federal contracting.
In 1973, when the American Institute of Consulting Engineers (AICE) merged with the Consulting Engineers Council (CEC) to form ACEC, Sumner was one of three representatives from AICE (with Malcolm Pirnie and Wilson Binger) to serve as officers of the new organization. Two years later, he was elected chairman.
Richard Stanley, who served with Sumner as vice chairman and worked with him to implement the merger, recalled that “Billy was an outstanding professional engineer who was committed to exemplary practice and served as a role model for all of us.”
An environmental engineer specializing in the design of water and wastewater treatment facilities, Sumner was a co-founder of Barge Waggoner Sumner & Cannon, Inc., serving as both president and chairman.
“This week one of the pillars of engineering in Tennessee passed away,” said Candy Toler, executive director of ACEC/Tennessee. “His dedication and enthusiasm for the profession kept him involved in ACEC activities for many years. I will miss his dry sense of humor.”
Sumner’s funeral will be private. In lieu of flowers, his family asks that memorials be made to the First Presbyterian Church of Nashville, Cheekwood Botanical Garden, or the charity of one’s choice.

| Minuteman Fund Supports Initiatives in Washington State, Wisconsin
The ACEC Minuteman Fund has awarded grants to ACEC/Washington and ACEC/Wisconsin to defray costs in a pair of important legal battles.
ACEC/Washington is filing an amicus brief with the state’s Court of Appeals to oppose a trial court decision that an engineering firm is liable for construction site injuries to employees of the client, even though the contract stipulates that the client is responsible for its employees’ on-site safety.
ACEC/Wisconsin is fighting unilateral efforts by the Wisconsin Department of Transportation to reduce engineering fees on contracts that have already been executed. ACEC/Wisconsin has worked closely with the national staff in this effort.
The Minuteman Fund is ACEC’s powerful resource for helping Member Organizations pursue legislative and legal initiatives of national importance. | Engineering Inc. to Highlight Successful Storm Water Treatment Projects
ACEC will highlight four Member Firms and their storm water treatment projects in the March/April 2010 issue of Engineering Inc.
If your firm has been or is currently involved in a storm water treatment and retention project, and you think your project would be of interest to Engineering Inc. readers, ACEC would like to hear from you. The project can be in an on-going phase or recently completed.
To submit a project for consideration, please e-mail the following information to Engineering Inc. Staff Editor Andrea Keeney at akeeney@acec.org by Thursday, December 17:
- Project name and location (firm may submit up to two projects);
- Brief project overview, including any unique aspects (limited to one page); and
- Name, title and phone number of the Member Firm executive who will be interviewed for the profile.
If your project is selected, a reporter will interview the Member Firm executive to discuss original project goals, what challenges were faced and how these issues were overcome. The firm also will need to submit a formal, color headshot of the executive interviewed (hi-resolution – 300 dpi), as well as project photo(s) for inclusion in the magazine.
