| Eight Firms Vie For Engineering’s Top Honor at EEA Gala at Convention
Now that the Oscars are over, the spotlight turns to the “Academy Awards of the engineering industry”—the upcoming Engineering Excellence Awards at the ACEC Annual Convention in Washington, D.C. on April 27.
The annual black-tie EEA Gala will celebrate 163 engineering projects by Member Firms. Emmy Award-winner Ross Shafer will serve as the Master of Ceremonies.

| Senate Approves Tax Bill to Promote Jobs; Would Extend R&D Tax Credit
The Senate cleared a jobs bill this week that extends several key tax provisions of interest to the engineering industry, including the R&D tax credit and the expensing of brownfields remediation costs.
Although these provisions expired at the end of 2009, under the legislation they would be extended for the entire 2010 tax year. Engineering firms continue to use the R&D tax credit as an incentive to expand their research and experimentation activities. Only R&D jobs located in the U.S. are eligible for the credit.
Among the bill’s other provisions is an extension of unemployment benefits and the COBRA subsidy through the end of 2010.
The House approved similar legislation in December as part of a much larger jobs bill that also included significant new investments for infrastructure. The Senate is expected to take up additional jobs bills in the coming weeks to assist small businesses and to follow the House’s lead on new infrastructure spending.
ACEC continues to urge the Senate to act on an infrastructure-based jobs bill, and to build into the package sufficient flexibility for the states to engineer and construct bigger and more long-term infrastructure improvements.

| ACEC Promotes Key Water/Wastewater Legislation Up for Reauthorization

House and Senate staffers emphasized the importance of passing legislation this year to reauthorize and expand the State Revolving Funds (SRFs) for wastewater and drinking water projects at a recent meeting of ACEC’s Environment and Energy Committee.
The House-passed bill (H.R. 1262) authorizes nearly $14 billion over 5 years for wastewater, and requires that QBS be utilized to select engineering firms. The Senate bill (S. 1005), which totals nearly $35 billion for both wastewater and drinking water, awaits floor action.
The committee also received a briefing on upcoming energy and climate change legislation from Deborah Estes, counsel to the Senate Energy and Natural Resources Committee.
“We learned some important lessons in focusing our federal advocacy on specific issues that are likely to result in significant business opportunities for our firms,” said Committee Chairman Mike Cline, with Hannum, Wagle & Cline.

| Sign Up Now For ACEC’s 2010-2011 National Committees
ACEC members are encouraged to sign up for service on ACEC National committees. Participation on ACEC committees brings vitality to the Council and ensures that the issues and interests of members are brought into Council operations and public policy.
ACEC committee membership is open to all employees of ACEC Member Firms. The deadline for submissions to appointed committees is March 19.
Most of ACEC’s committees are “open” (i.e., sign up and you’re on!). A few require appointment by the incoming ACEC chairman, and the terms of appointed committee members begin during the 2010 Annual Convention, April 25-28. If you are interested in one of the committees, click on the link below.

$3 Billion DOE Grants: Get All of the Insider Details
DOE Energy Efficiency Block Grant Funding: Market Opportunities in a $3 Billion Program

The American Recovery and Reinvestment Act (ARRA) provided nearly $3 billion for the Department of Energy’s new Energy Efficiency and Conservation Block Grant (EECBG) program. The program provides grants to eligible cities and counties for a wide variety of projects to reduce energy use and fossil fuel emissions, and for improvements in energy efficiency.
DOE has already awarded more than 1,700 EECBG grants—ranging from energy efficiency and conservation plans to energy audits and conservation-oriented transportation programs—and many more are in the pipeline.
