'Citizen Lobbyists' Set to Promote Industry Interests at ACEC Convention


More than 1,000 ACEC members will converge on Washington, D.C. next week for the 2010 Annual Convention, highlighted by the engineering industry’s largest annual lobbying effort.

ACEC’s “Citizen Lobbyists” will meet with Senators, Congressmen, and Administration officials to advocate for several critical industry issues, including a new multi-year water infrastructure program; a new multi-year aviation bill; a new six-year surface transportation program; repeal of 3 percent withholding; and stopping initiatives that threaten the private sector and contracting out.

ACEC Seeks Transportation Investments from Climate Change Bill

ACEC and a coalition of two dozen transportation industry and labor groups are urging the three senators writing the upcoming climate change bill to allocate revenues derived from motor fuels to support transportation investments.

Senators John Kerry (D-MA), Lindsey Graham (R-SC) and Joseph Lieberman (I-CT) are developing a compromise climate change bill, reportedly to be unveiled next week.

In a letter to the Senators, ACEC and the other transportation stakeholders stated that any revenue from such a “carbon tax” on fuel should be deposited into the Highway Trust Fund and not diverted for other purposes.

“Enacting a new transportation bill quickly will be very difficult—if not impossible—should Congress approve legislation that diverts revenue from carbon-based fees from motor fuels away from transportation investment,” the letter explained. Click here to view a copy of the full letter.

Financing the next six-year transportation program is one of several key issues to be promoted on Capitol Hill next week by ACEC’s "Citizen Lobbyists" during the Annual Convention and Legislative Summit.



House Armed Services Panel Endorses ACEC Call for 3% Repeal

A recently released report from the House Armed Services Committee has provided a critical boost to ACEC’s effort to repeal the 3 percent withholding mandate on contracts with federal and state agencies.

After a review of defense acquisition systems and policies, the House Committee’s Defense Acquisition Reform Panel released a comprehensive set of recommendations, including the repeal of the 3 percent withholding mandate, which is scheduled to take effect in 2012.

The Panel noted that Congress created "a new obstacle to federal agencies accessing the commercial marketplace" when it adopted the withholding requirement, adding that the amendment will "substantially discourage commercial firms that are tax compliant" from competing on defense contracts. The Department of Defense has previously estimated that implementing the 3 percent withholding provision will cost the department over $17 billion in the first five years. Repeal of 3 percent withholding will be one of the key issues that ACEC’s citizen lobbyists will discuss with their Members of Congress during next week’s Annual Convention.



ACEC to Host Congressman Mica at Upcoming Annual Convention

One of the highlights of the of ACEC's legislative program during the 2010 Annual Convention will be a special event honoring Rep. John Mica (R-FL) at the Grand Hyatt Hotel on Tuesday, April 27, from 5:30-6:30 p.m.

Rep. Mica is the senior Republican on the House Transportation and Infrastructure Committee, and will play a critical role in helping to pass several ACEC legislative priorities, including a new six-year surface transportation bill and multi-year water and aviation bills.
