Momentum Builds for Major Water Legislation; QBS Mandate Included

A House committee last week approved the reauthorization of the Drinking Water State Revolving Fund (SRF) program, setting the stage for passage of major water infrastructure legislation before the end of the year.

By a strong bipartisan vote of 45-1, the House Energy and Commerce Committee passed the “Assistance, Quality, and Affordability Act of 2010,” which authorizes nearly $5 billion for drinking water projects over the next three years.

The committee-passed bill includes a new requirement mandating the use of Qualifications-Based Selection (QBS) for water projects funded by the SRF and serving communities with populations of 10,000 and above. ACEC continues to lobby aggressively to apply the QBS mandate to all SRF-funded projects.

The full House, which approved the reauthorization and expansion of the Wastewater SRF program in 2009, could act on the Drinking Water SRF measure soon after the Memorial Day recess. House leaders are expected to combine both bills for the negotiations on a final package with the Senate.



Sen. Murkowski Talks Energy with ACEC and Industry Representatives

Senator Lisa Murkowski (R-AK) briefed engineering company representatives on her efforts to craft bipartisan energy legislation, as well as her views on the impact of the Gulf oil spill, during a fundraiser last week in Washington, D.C.

ACEC/PAC, together with Jacobs Engineering Good Government Fund and Parsons Corporation PAC, hosted the event for Murkowski, who is the senior Republican on the Senate Energy & Natural Resources Committee.

“Senator Murkowski continues to be an influential voice advocating for balanced policies to meet the nation’s growing energy needs,” said ACEC President Dave Raymond. “Her advocacy for a full range of energy solutions, coupled with her ability to work across the aisle, makes her particularly effective.”

Only one week remains for Member Firms to participate in the 2010 ACEC Professional Liability Insurance Survey of Member Firms for Fiscal Year 2009.

The annual survey, which ends on June 9, collects information on Member Firms’ professional liability insurance, their claims experience, and the impact of the threat of litigation.

“This information is crucial to determining the professional liability insurance landscape that our members must work with. It also provides important data for our tort reform efforts in Congress,” said Charlie Geer, senior vice president of Kimley-Horn and Associates and chairman of the ACEC Risk Management Committee. “I strongly encourage each Member Firm’s headquarters office to participate in this survey.”

Get Ready for 'New Normal': September SEI Class Has Limited Openings

In the course of five separate five-day sessions over an 18-month timeframe, ACEC’s Senior Executives Institute (SEI) participants acquire new tools and high-level skills and insights to prosper in our changed—and challenging—A/E/C business environment.

The opening session, Your Vision & The World, offers a thoughtful and illuminating five days in Washington, D.C., with leading authorities and visionaries on the changing environment, economic trends, public policy, global practice, and leading a living company.

Since its inception, SEI has attracted public and private sector engineers and architects from firms of all sizes, locations, and practice specialties, who are drawn to a highly interactive, energetic, exploratory and challenging learning opportunity. Class 16 begins in September 2010.
