ACEC Urges Uniform FAR Compliance at AASHTO Audit Conference


Kimley-Horn's Dan Purvine led ACEC’s contingent at the AASHTO Audit Subcommittee Conference.
ACEC representatives, headed by ACEC Audit Subcommittee Chairman Dan Purvine of Kimley-Horn and Associates, Inc., advocated for early implementation of the new AASHTO audit guidelines at the AASHTO Internal and External Audit Subcommittee Conference in Alabama this week.

The new guidelines were developed last fall by ACEC, the Federal Highway Administration and state DOT officials to ensure that state DOTs follow FAR-based procedures when procuring engineering services.

Officials from 34 state DOTs and FHWA are at the meeting to review efforts to implement the audit guidelines and to discuss specific opportunities to improve compliance among state agencies.

Members with questions or concerns about specific DOT audit policies or practices that may violate the FAR should contact Vivian Moeglein, ACEC’s senior policy advisor for transportation programs, at vmoeglein@acec.org.



House Subcommittee Boosts Transportation Funding for FY 2011

The House Appropriations subcommittee responsible for annual transportation funding has given significant increases to most programs in its draft bill for the coming 2011 fiscal year.

The legislation approved by the subcommittee provides $79.4 billion for the Department of Transportation, an increase of 4 percent, including $45.2 billion for highways, $4.1 billion more than the current funding level. It also includes $11.3 billion for transit programs, an increase of approximately $600 million.

These funding levels are contingent on an extension or new authorization of federal surface transportation programs set to expire on December 31.

For other modes, the subcommittee allocated $3.5 billion for airport improvements; $3.2 billion for rail, including Amtrak and high speed rail development; and $400 million for another round of TIGER multimodal discretionary grants.

Congress is expected to wait until after the November Elections to complete action on the transportation bill.



Scarborough, Altschuler Highlight Fall Conference; Register Now for Discount

"Morning Joe" Scarborough and Astronomer Daniel Altschuler will headline the ACEC 2010 Fall Conference in Puerto Rico, October 17-20.

Scarborough, who hosts MSNBC’s Morning Joe program and is a former congressman, is renowned for his no-holds-barred political commentary.

Altschuler is former director of the Arecibo Radio Observatory, which is the largest single-dish radio observatory in the world and was featured in both the James Bond film GoldenEye and Jodie Foster’s movie Contact. He will discuss the possibilities for extraterrestial life.

The Fall Conference will be held at the El Conquistador Resort and will feature more than two dozen business management sessions, the popular CEO roundtables, and a new educational track for Member Firm CIOs.

Explore Bottom-Line Benefits of an Employee Stock Ownership Plan

An employee stock ownership plan (ESOP) can be a means of business succession and transition, with principals selling some or all of their stock ownership in the firm to the ESOP on a tax-favored basis.

Erin Turley, Morgan Lewis & Brockius LLP and Scott Levine, Stout Risius Ross, present a valuable online summary exploration of ESOPs as an alternative to sale of the firm to a third party, or as a tool for internal transition from one level of principals to the next. SEI Challenges A/E Leaders; New Class Starts in September

In the course of five separate five-day sessions over an 18-month timeframe, ACEC's Senior Executives Institute (SEI) participants acquire new tools and high-level skills and insights to prosper in our changed—and challenging—A/E/C business environment.

Since its inception, SEI has attracted public and private sector engineers and architects from firms of all sizes, locations, and practice specialties, who are drawn to a highly interactive, energetic, exploratory and challenging learning opportunity. Class 16 begins in September 2010.
