| FHWA to Unveil New Project Delivery Initiative at ACEC Fall Conference
 FHWA’s King Gee will outline the new project delivery program. |
King Gee, FHWA’s associate administrator for infrastructure, will brief Council members on a new FHWA project delivery initiative in a just-added session at the upcoming ACEC 2010 Fall Conference in Puerto Rico.
FHWA intends to use new technologies and innovative techniques to shorten project delivery times. The agency is partnering with engineering firms, state DOTs and metropolitan planning organizations to implement the program.

| ACEC Continues to Target Repeal of New 1099 Mandate
Following the defeat of two proposals in the Senate to repeal and modify certain onerous tax filing requirements in the health care law, ACEC is working with a coalition of business groups to identify new legislative vehicles to repeal the provision.
Under the new law, firms will be required to file IRS Form 1099 for purchases of any goods and services valued at more than $600 annually. This mandate, which takes effect in 2012, would burden engineering firms of all sizes with excessive filing obligations.
ACEC is also submitting comments to the IRS highlighting numerous and serious implementation issues, from problems related to credit card purchases, to the concern that the new mandate will prompt companies to consolidate purchases among fewer vendors, thereby harming small businesses.
