| ACEC Defends QBS, Defeats Low-Bid Attempt at FHWA
At the urging of ACEC, the Federal Lands Highway Division of the Federal Highway Administration (FHWA) has reversed its decision to low-bid engineering task orders under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract.
After Member Firms notified ACEC of the effort to low-bid the contract, which had previously been assigned on a QBS basis, ACEC gained FHWA’s review and reversal. Federal Lands Highway Division is now ranking task order submissions based on qualifications.
“This was a good example of ACEC’s effective engagement and problem-solving on behalf of the industry,” said Terry Neimeyer, CEO of KCI Technologies in Sparks Glencoe, Md.

| ACEC-AASHTO to Collaborate on FHWA Procurement Rulemaking
At the recent ACEC-AASHTO Joint Committee meeting in Biloxi, Miss., the two organizations agreed to collaborate in responding to upcoming rulemaking from the Federal Highway Administration (FHWA) on A/E procurement.
In its review of the implementation of the new AASHTO Audit Guide by state DOTs, the committee highlighted the need for continued education, training and collaboration between state agencies and the engineering industry to ensure consistent and uniform compliance with federal rules.

| Maryland, Nevada Meet ACEC/PAC Goals as "Best Remedy for Recession"

ACEC/Maryland and ACEC/Nevada have become the latest states to meet their 2010 PAC goals, with many more pressing ahead with end-of-the-year fundraising.
Maryland met its ACEC/PAC target for the fifth consecutive year. “Contributing to ACEC/PAC becomes a habit,” said ACEC/MD PAC Champion Harry Stephen of Century Engineering in Hunt Valley. “Our members understand that their economic future is tied directly to the success of ACEC’s political program.”

Nevada made goal for the third time in the last four years. “I don’t know of a state in the country that has been hit harder by the recession,” said ACEC/Nevada PAC Champion Sam Palmer of Terracon. “But we determined the best remedy for our industry is to go on offense and do our part to shape the public policy arena through ACEC/PAC.”

Industry Insiders Update High Speed Rail Market Opportunities, Obstacles

| ACEC Business Insurance Trust Offers New Member Benefit
The ACEC Business Insurance Trust (BIT) has introduced a new benefit program in which ACEC firms insured through the BIT can request assistance of up to $500 on each of their auto and property insurance deductibles—up to a maximum of $1,000 per year—depending on the availability of funds.
The program is retroactive to January 1, 2010 for requests received by December 1, 2010.
