ACEC, AGC Lobby for Action on 3 Percent Withholding

ACEC and the Associated General Contractors (AGC) are urging congressional leaders to repeal implementation of the 3 percent withholding mandate as part of a larger tax bill moving through Congress.

Beginning in 2012, the mandate requires federal, state, and big city governments to withhold 3 percent of payments on contracts with engineering firms and other service providers.

ACEC and AGC are asking Congress to address the withholding mandate in a larger tax package focused on extending the Bush tax rate cuts.

ACEC Support for 1099 Provision Repeal Gets Boost from Key Senator

Senate Finance Committee Chairman Max Baucus (D-MT) announced he will introduce ACEC-supported legislation to repeal the Form 1099 provision that was included in the health care reform law.

Under the new provision, business purchases of goods and services valued at more than $600 annually from any vendor must be reported to the IRS.

Chairman Baucus decided to support repeal of the expansion after hearing the concerns of the business community. President Obama has stated his willingness to reexamine the provision.


Co-Chairs of President's Fiscal Commission Back Gas Tax Hike

In a sweeping proposal, the co-chairs of President Obama's National Commission on Fiscal Responsibility and Reform singled out infrastructure, along with education and high-value R&D, as critical investments for promoting economic growth and keeping America competitive.

The co-chairs, Alan Simpson, former Republican senator from Wyoming, and Erskine Bowles, former chief-of-staff to President Clinton, proposed a 15 cent gas tax increase, beginning in 2013, which would be dedicated solely to transportation.

“The engineering industry strongly supports a user fee increase to finance the necessary improvements to our transportation system,” wrote ACEC President Dave Raymond on a transportation experts’ policy blog for National Journal magazine. Click here for the blog.

ACEC/PAC Support Makes Difference in New Business-Friendly Congress

In the recent elections, ACEC/PAC had a winning percentage of 94 percent in the Senate and 86 percent in the House.

“Even though the November Election is over, ACEC’s political fundraising continues in full swing—and is critical to securing ACEC’s legislative agenda,” said ACEC President Dave Raymond. “This is an important time for the Council to help new members retire campaign fund debt and build relationships that will help us achieve our goals.”

56 ACEC Leaders Gain Insights into Council Issues, Goals at D.C. Meeting

ACEC Chairman Jerry Stump, ACEC Chairman-Elect Terry Neimeyer, President Dave Raymond and the Council’s professional staff briefed ACEC leaders representing 28 Member Organizations during leadership orientations held over the past three weeks at ACEC headquarters in Washington, D.C.

Staff outlined ACEC’s services and programs and described how Member Organizations can take advantage of the Council’s extensive resources.

“The meeting was very enlightening as to what the National Office does for the Member Organizations,” said ACEC/Alabama President-Elect Kenneth Bailey.

ACEC Business Insurance Trust Offers New Member Benefit

The ACEC Business Insurance Trust (BIT) has introduced a new benefit program in which ACEC firms insured through BIT can request assistance of up to $500 on each of their auto and property insurance deductibles—up to a maximum of $1,000 per year—depending on the availability of funds. The program is retroactive to January 1, 2010 for requests received by December 1, 2010.
