| House Changes Transportation Funding Rules
The House of Representatives adopted a set of procedural changes last week that could present new challenges to multi-year funding guarantees in the next surface transportation program.
Despite strong objections from ACEC and a broad coalition, the new rules eliminate protections that have been essential in guaranteeing the funding levels in multi-year highway bills.
Instead, the new rules simply require that all revenues in the Highway Trust Fund be spent on highway and transit programs, without setting a specific level of guaranteed annual funding.
“This is a clear indication of the challenge we face with the new Congress,” said ACEC President Dave Raymond. “We have work to do to educate the newly elected Members of Congress about the importance of infrastructure investments to the economic strength of the nation and to their states and communities.” |
| Thirty States Meet Their 2010 ACEC/PAC Fundraising Goals

ACEC/PAC raised over $580,000 in 2010, providing the Council with a strong political war chest as Congress begins working on several important industry issues, including infrastructure spending, repeal of the 3 percent withholding mandate, and government outsourcing.
“Despite this prolonged economic recession, ACEC members realize the strategic importance of ACEC’s political programs,” said national ACEC/PAC Chairman Harvey Floyd of KCI Technologies in Sparks, MD.
The strong finish to a challenging year was helped by late season drives in several states including ACEC/Alabama, ACEC/Iowa, ACEC/Kansas, ACEC/Montana, ACEC/Pennsylvania, ACEC/Utah, and ACEC/West Virginia.

| ACEC/MA Wins Passage of Lien Law for Design Professionals

ACEC/Massachusetts won a major victory last week when Governor Deval Patrick signed a law giving design professionals the right to file a lien on a property for which they are owed money for work done. The new law will take effect on July 1, 2011.
“The bill’s passage is a direct result of cooperation among coalition partners,” said ACEC/MA President Lisa Brothers, who is president/CEO of Nitsch Engineering in Boston. “ACEC/MA worked closely with our design profession association partners to advocate for this important tool for licensed professionals doing private sector work.”
