IRS Delays 3% Mandate; ACEC Leads Broad Coalition for Full Repeal


Senator Scott Brown (R-MA) (left), who has introduced legislation to repeal the 3 percent withholding mandate, meets with ACEC President Dave Raymond to discuss repeal strategy.

Even though the Administration has announced it will delay implementation of the 3 percent withholding mandate until January 1, 2013, ACEC is spearheading an aggressive lobbying effort of more than 100 business associations focused on swift and full repeal of the onerous regulation.

The U.S. Chamber of Commerce, which organized the repeal coalition, has turned to ACEC to lead the coalition’s legislative advocacy team.

“Having killed the expanded 1099 filing provision just this past month, we have now put the 3 percent threat in our sights,” said ACEC President Dave Raymond.

ACEC Opposes Disclosure of Federal Contractors' Political Spending

ACEC has joined dozens of other business groups in contesting a draft Executive Order that would require companies and their officers to disclose their political contributions as a condition for bidding on federal contracts.

“The proposed order would have a chilling effect on the procurement process, making it possible to reward political allies and deny contracts to others,” said ACEC President Dave Raymond.

ACEC and Coalition Allies to Rally for Highway Bill in D.C. on May 25

ACEC and a coalition of business associations calling for a robust and well-funded six-year federal highway reauthorization bill will hold the "Rally for Roads" on May 25 on the National Mall in Washington, D.C.

Following the rally, members of numerous transportation-related associations, including ACEC, the American Road & Transportation Builders Association, and the National Ready Mixed Concrete Association, will climb Capitol Hill to urge their congressional delegations to support quick passage of the new reauthorization.

What Your Firm Needs to Know Now About the Health Care Law

Engineering firms must respond to dramatic—and potentially costly—changes to employee health care as provisions of the Patient Protection and Affordable Care Act start to take effect.

Pieces of the law already in place include a small business tax credit, a higher penalty for Health Savings Account withdrawals, and a number of mandated benefits, including coverage of adult children up to age 26. Coming soon are W-2 reporting of the cost of employer-sponsored health coverage (2012), capping of Health FSA contributions at $2,500 (2013), large employer “pay or play” rules (2014), and a ban on pre-existing condition exclusions (2014).

ACEC Roundtable Responds to Rep. Shuster on Infrastructure Funding

At the request of Rep. Bill Shuster (R-PA), ACEC organized a roundtable of Member Firms to voice industry concerns about the proposed surface transportation program, pending FAA legislation and the high speed rail and water infrastructure programs.

ACEC members emphasized the need for long-term stability and adequate financing.

Rep. Shuster is a senior member of the House Transportation and Infrastructure Committee and will play a leading part in crafting infrastructure legislation.

ACEC/Indiana hosted a breakfast with Rep. Larry Bucshon (center) last week to discuss the upcoming six-year transportation reauthorization. Congressman Bucshon, who sits on the House Transportation and Infrastructure Committee, told members that Congressional leadership is focused on finding ways to build roads and bridges in a “more expeditious and efficient” manner.

ACEC/S.C. Leads Drive for Tort Reform in South Carolina


ACEC/South Carolina President Jim O’Connor (left) and several other Council members joined Governor Nikki Haley and business leaders at a news conference in Columbia last week to urge the South Carolina Senate to pass meaningful tort reform. The state House of Representatives passed tort reform in March by a 100-7 vote.

Green Globes Building Rating System Detailed in Online Seminar

The Green Globes® building rating system is fast becoming an alternative to USGBC’s LEED system. Since gaining status as an American National Standards Institute (ANSI) standard, Green Globes has been adopted for use by Veterans Affairs, State Department and other federal agencies.
