Member Action Needed in Fight to Repeal 3% Withholding Mandate

ACEC, the U.S. Chamber of Commerce and more than 100 business associations have launched a major grassroots effort to repeal the onerous 3 percent withholding mandate.
ACEC strongly opposes the mandate, which requires federal, state and many local governments to start withholding 3 percent of payments on government contracts in 2013, because it will place significant cash flow and administrative burdens on engineering firms.
ACEC encourages members to fax letters calling for repeal of the 3 percent mandate to their congressional delegations. Click here for sample letters and a list of congressional fax numbers.

Senators Support Robust Funding for Clean Water, Drinking Water SRFs

Leaders of the Senate Environment and Public Works Committee and a bi-partisan group of 32 senators have sent a letter to the Senate Appropriations Committee urging continued funding for the Clean Water and Drinking Water State Revolving Funds (SRFs).
ACEC supports the senators’ calls for strong annual funding of the SRF programs. Passage of a multi-year, multi-billion dollar reauthorization of the SRFs is an important piece of ACEC’s infrastructure agenda.
The senators cited EPA estimates that over the next 20 years $187.9 billion will be needed for wastewater improvements and $334.8 billion will be needed to upgrade our nation’s drinking water systems. ACEC Opposes Political Spending Litmus Test for Gov't. Contractors

ACEC has joined more than 150 business organizations in urging Congress to block an Administration proposal that would require firms to divulge their political contributions as a condition for competing for government contracts.
In a letter sent to all members of Congress, ACEC and the coalition called for passage of the “Keeping Politics Out of Federal Contracting Act of 2011,” which would ensure that political spending continues to have no role in federal contracting decisions. Click here to view the letter.
The House passed similar legislation last week as an amendment to the Department of Homeland Security appropriations bill. That legislation now goes to the Senate.

Submit Nominations Now For 2011 QBS Awards Program

ACEC and NSPE are seeking nominations for the 2011 national QBS Awards Program, which recognizes public and private entities that use the QBS selection process at the state and local levels.
ACEC and NSPE will announce up to two QBS Award winners, one in the Non-Governmental Sector and one in the Governmental Sector, who will be honored during the ACEC Fall Conference in Las Vegas in October 2011. There will also be up to four Merit Award winners, each of which will be recognized in a state event.

State DOTs and A/E firms are relying heavily on nationwide salary surveys to benchmark executive compensation in the wake of the revised AASHTO Audit Guide.
ACEC asks all Member Firms to participate in the Analytical/FMI 2011 A/E Executive Compensation Survey. Your firm’s participation will improve industry compensation data, provide State DOTs with accurate information and give you the tools to benchmark executive compensation and be FAR compliant.
