ACEC Responds to SBA on New Size Standard; Proposes Program Reforms

ACEC has recommended to the Small Business Administration (SBA) that the small business size standard for engineering firms be increased to $10 million in annual gross receipts, rather than the SBA's proposed $19 million. The current limit is $4.5 million.
The Council is also calling on the agency and Congress to revamp its contracting policies for small firms to better track both prime and subcontracts, as well as give agencies more flexibility to utilize teams of small, medium and large firms.

ACEC/Oregon Wins Unanimous Passage of QBS Bill; Governor to Sign

ACEC/Oregon won a huge victory this week with the unanimous passage through the state legislature of a bill that expands Qualifications-Based Selection (QBS) to all local government projects with more than $100,000 in design fees. Governor John Kitzhaber is expected to sign the bill into law.
Under the bill, projects with up to $250,000 in design fees can informally shortlist prequalified firms, but must use QBS for the contract decision. Projects over $250,000 in design fees must use QBS throughout.

Rep. Barletta Decries Government "Overregulation" at ACEC HQ
 Rep. Lou Barletta (R-PA) (left) told Member Firm representatives at ACEC Headquarters on Wednesday that he is focused on economic development, job growth and cutting governmental red tape. Barletta, who is pictured with ACEC Vice President of Government Affairs Steve Hall, sits on both the House Transportation and Infrastructure Committee and the House Committee on Small Business.

ACEC/South Carolina became the fourth Member Organization to reach its 2011 ACEC/PAC fundraising target, marking the seventh consecutive year the Palmetto State has achieved its goal.
"Our members understand the importance of ACEC and the need to have a strong PAC to communicate our message to Congress," said South Carolina PAC Champion Peter Strub of TranSystems Corporation in Greenville. "We encourage all MOs to focus on their PAC goals now so we can maintain our position on Capitol Hill as the voice of our industry."

Submit Nominations Now For
2011 QBS Awards Program

ACEC and NSPE are seeking nominations for the 2011 national QBS Awards Program, which recognizes public and private entities that use the QBS selection process at the state and local levels.
ACEC and NSPE will announce up to two QBS Award winners, one in the Non-Governmental Sector and one in the Governmental Sector, who will be honored during the ACEC Fall Conference in Las Vegas in October. There will also be up to four Merit Award winners, each of which will be recognized in a state event.

State DOTs and A/E firms are relying heavily on nationwide salary surveys to benchmark executive compensation in the wake of the revised AASHTO Audit Guide.
ACEC asks all Member Firms to participate in the Analytical/FMI 2011 A/E Executive Compensation Survey. Your firm's participation will improve industry compensation data, provide State DOTs with accurate information, and give you the tools to benchmark executive compensation and be FAR compliant.
