ACEC Raises Debt Ceiling-Related Issues with Dem. Leader Steny Hoyer


Rep. Steny Hoyer (D-MD)
ACEC Chairman Terry Neimeyer and President Dave Raymond urged House Minority Whip Steny Hoyer (D-MD) to protect infrastructure funding and repeal the 3 percent withholding mandate in a meeting on Tuesday on debt ceiling issues.

Hoyer, who had just returned from a meeting with President Obama, said that the president remained focused on a large $4 trillion deficit reduction.

The dinner meeting was also attended by representatives of CH2M HILL and other firms.


ACEC, Chamber Coalition Seek to Shield Transportation Funding

In a letter to the White House and Congressional leadership, ACEC, the U.S. Chamber of Commerce and other industry allies sought protection for transportation investments in the ongoing debt negotiations.

The coalition said disruptions to the economy and further job losses would result from failure to enact a new federal transportation program.

House Appropriations Panel Cuts Water Funding to 2008 Levels

The House Appropriations Committee reduced the State Revolving Fund (SRF) programs for water and wastewater infrastructure to 2008 levels: $689 million for wastewater projects, down from $1.525 billion in FY11, and $829 million for drinking water, down from $965 million.

ACEC and its allies are working to restore funding as the Senate begins work on its version of the bill.

In signing an updated partnering agreement, ACEC and the U.S. Naval Facilities Engineering Command (NAVFAC) pledged continued cooperation in promoting Qualifications-Based Selection and improved business practices. Jacobs CEO Craig Martin to Keynote ACEC Fall Conference in Las Vegas


Jacobs CEO Craig Martin
Craig Martin, President and CEO of Jacobs Engineering Group, will address the challenges facing the engineering industry at the ACEC 2011 Fall Conference in Las Vegas, October 19-22.

Martin heads the nation’s third largest design firm, with $9.9 billion in annual revenues, more than 55,000 employees, and 160 offices in more than 20 countries.

ACEC, U.S. Army Corps of Engineers Address Contracting Out

At ACEC headquarters in Washington, key engineering officials of the U.S. Army Corps of Engineers emphasized to members of ACEC's Federal Agencies and Procurement Advocacy Committee (FAPA) the need to strike a balance between contracting out and in-house production in the Corps’ civilian program.

Committee members urged the Corps to expand its contracting out.

The Committee also discussed the timing of the Small Business Administration’s new Small Business Size Standards, impact of national debt ceiling negotiations, and low GSA appropriations for new federal facilities.

New Institute for Sustainable Infrastructure Opens Doors to Members

ACEC invites Member Firms to participate in the Institute for Sustainable Infrastructure (ISI), a new, non-profit organization that addresses infrastructure sustainability.

ISI was founded this year as a collaborative initiative of ACEC, APWA and ASCE.

Envision™, ISI’s prototype infrastructure "rating tool," is being designed for a wide variety of infrastructure works, including roads, bridges, airports, water systems and industrial facilities. The first version of Envision™ is available for public comment on the ISI website.

Submit Unique Engineering Projects to Engineering Inc. by July 26

ACEC will highlight out-of-the-ordinary engineering projects from four Member Firms in the November/December 2011 issue of Engineering Inc.

If your firm is involved in a rare or unusual project that showcases exemplary engineering achievement, and you think it would be of interest to Engineering Inc. readers, ACEC would like to hear from you. The project can be on-going or recently completed.

To submit a project for consideration, please e-mail the project name and location, a brief overview, and contact information to Andrea Keeney, at akeeney@acec.org, by Tuesday, July 26, 2011.


Reminder: 2011 National QBS Awards Program Nominations Due July 15

ACEC and NSPE are seeking nominations for the 2011 national QBS Awards Program, which recognizes public and private entities that use the QBS selection process at the state and local levels.

ACEC and NSPE will announce up to two QBS Award winners, one each in the Non-Governmental and Governmental sectors, who will be honored during the ACEC Fall Conference in Las Vegas in October. There will also be up to four Merit Award winners, each of which will be recognized in a state event.
