Senate Transportation Bill Gains Bipartisan Support

Leaders of the Senate Environment and Public Works Committee have agreed on a two-year surface transportation program that maintains current funding levels (in contrast to the House bill which would significantly cut funds).
The Committee proposal consolidates many existing programs, expands the federal TIFIA program to leverage more private investment, and includes reforms to reduce project delivery time. Click here for more information.
"The Senate bill is a good starting point," said ACEC President Dave Raymond, "and a robust six-year bill is really what we need and what we’re working for."

Rep. Rahall Decries House Funding Cuts in Meeting with ACEC

Congressman Nick Rahall (D-WV), senior Democratic member on the House Transportation and Infrastructure Committee, lambasted House transportation and water cuts in a meeting with ACEC members last week.
Referring to the draft House transportation bill, Rahall said that it "takes our nation in the wrong direction, backwards instead of forwards."
ACEC is working with Rahall to bring pressure in the House to increase funding levels. |
House Support for 3 Percent Repeal Surges Past 200 Co-sponsors

More than 200 members of the House of Representatives are now co-sponsors of legislation to repeal the 3 percent withholding mandate.
The surge in support comes on the heels of a multi-faceted lobbying effort led by ACEC and the U.S. Chamber of Commerce. In the Senate, 28 Senators are now on record supporting one of the repeal bills (S. 89 and S. 164).

House Cuts 2012 Funding for Army Corps and Dept. of Energy

The House of Representatives cut $90 million from the U.S. Army Corps of Engineers’ budget in the F.Y.12 appropriations bill, although the construction budget was maintained at $1.6 billion.
The Department of Energy’s Energy Efficiency and Renewable Energy programs were cut to $1.3 billion, down from last year’s $1.8 billion; the State Energy Program formula grants were reduced by $25 million; and the nuclear weapon production site cleanup program was cut by $42 million to $4.9 billion.

Review and Rate New Sustainable Infrastructure Rating Tool

ACEC encourages members to review and comment on the new envision™ rating tool drafted by the Institute for Sustainable Infrastructure (ISI). Click here to see the new rating system, which is designed to evaluate and score the sustainability of a wide variety of public and private infrastructure.
Key features of the envision™ system as well as nine other sustainable project rating systems will be highlighted during ACEC's Green Infrastructure and Sustainable Communities program in Baltimore, September 7–10.
