FHWA Adopts ACEC Positions in New Policy Guidance to States

The Federal Highway Administration (FHWA) adopted many of ACEC’s recommendations in its newly revised policy guidance for engineering and design services, specifically those pertaining to QBS procedures, contract negotiations, indirect cost rates, compensation and audits.

ACEC remains concerned with FHWA’s expanded interpretation of conflict of interest, which discourages agencies from hiring the same firm to do both design and construction-phase services on the same project, and will continue to work with FHWA to modify that language.

Hoover Dam Bypass Highlights Tech Tours at Fall Conference


The Hoover Dam Bypass features a 1,900-foot-long arched concrete bridge that rises more than 900 feet above the Colorado River.

The design team for the new Hoover Dam Bypass, winner of the 2011 EEA Grand Conceptor Award, will lead a behind-the-scenes Technical Tour of this landmark achievement during the ACEC Fall Conference in Las Vegas, October 19-22.

Other Conference Tech Tours include the new Las Vegas CityCenter, which received two EEA National Recognition Awards, and the Las Vegas Springs Preserve.

Sen. Inhofe Reports Bipartisan Support for Transportation Funding in Senate

Senator James Inhofe (R-OK), senior Republican on the Senate Environment and Public Works Committee, said that Committee Chairwoman Barbara Boxer (D-CA) and he have reached agreement on a fully-funded, two-year surface transportation bill to be reported out of the committee before the August recess.

“In these highly partisan times, achieving bipartisan agreement for infrastructure in the Senate is a major step forward,” said ACEC President Dave Raymond, who was joined in a Capitol Hill meeting with Senator Inhofe by representatives of ACEC Member Firms.


ACEC/Oregon Instrumental in Passage of Broad New QBS Law


ACEC/Oregon leaders flank Governor John Kitzhaber (seated) as he signs the state’s new QBS law.

ACEC/Oregon achieved a major legislative victory with Governor John Kitzhaber’s signing of the state’s new Qualifications-Based Selection (QBS) law.

The new law, which unanimously passed both houses of the state legislature, extends QBS to all local government projects with more than $100,000 in design fees.

ACEC/PA Launches Statewide Infrastructure Investment Campaign


ACEC/Pennsylvania Executive Director Eric Madden
ACEC/Pennsylvania and coalition allies have undertaken a massive lobbying effort to win swift legislative passage of $2.7 billion in new transportation taxes and fees to finance infrastructure investment in the state.

The multi-billion package was put together by a commission formed by Governor Tom Corbett to solve the state’s transportation funding crisis.

ACEC/PA Executive Director Eric Madden wrote an Op-Ed article appearing in the July 24 edition of The Harrisburg Patriot News stating the case for new funding. To see a copy of the article, click here.
