House Committee Poised to Approve 3 Percent Repeal

The House Ways and Means Committee is expected to approve legislation on Thursday to repeal the 3 percent withholding mandate.

ACEC has worked closely with the Committee on the legislation and built substantial coalition support. The full House is scheduled to vote on the bill during the last week of October.

In a letter to the Committee, ACEC President Dave Raymond said, "at a time when the nation continues to struggle in a weak economy, we do not need further federal mandates and regulations that will hamper recovery."

ACEC/Michigan Wins Cut in Statute of Limitations for Malpractice Claims


At the bill signing were (left to right) ACEC/Michigan Past President Paul Wade, Spalding DeDecker Associates; ACEC/MI Executive Director Ron Brenke; Governor Rick Snyder; State Senator Tonya Schuitmaker, and ACEC/MI President Kirk Branson, Parsons Brinckerhoff Michigan.

Michigan Governor Rick Snyder signed into law last week a bill that reduces the state's statute of limitations for malpractice claims against design professionals from six years to two years.

"ACEC/Michigan has been working on this legislation for the past five years," said ACEC/MI Executive Director Ron Brenke. "This is a huge win for design professionals in Michigan."

William Mielke and El Paso Water Utilities Win 2011 QBS Awards

The 2011 Qualifications-Based Selection (QBS) Awards will go to: William Mielke, President and CEO of Ruekert & Mielke, Inc. in Waukesha, WI; and the Public Service Board of El Paso Water Utilities (EPWU), at the ACEC Fall Conference next week in Las Vegas.

One of the nation's leading authorities and champions of the QBS process, Mielke authored many of the current QBS educational documents, including the QBS Facilitator Training Manual.

For the past 22 years EPWU has applied QBS to essentially all proposal solicitations, which has helped the utility achieve national recognition for water conservation, groundwater desalination, and wastewater reclamation and reuse.

The QBS Merit Awards for 2011 will go to Delaware River & Bay Authority, Del.; Hines Interests, LLC, Texas; Kate County Division of Transportation, Ill.; New York State Thruway Authority; North Texas Tollway Authority; San Diego County Dept. of General Services; and Wendell Higgins, Idaho.

ACEC and the National Society of Professional Engineers (NSPE) cosponsor the QBS Awards.

VMT Fees Study: Viable Source for Future Transportation Financing?

In an exclusive webinar, Vehicle-Miles-Traveled Fees as a Long-Term Solution for Financing Transportation Programs, James Whitty, Oregon Department of Transportation, discusses his ground-breaking pilot program of charging motorists a fee based on the mileage driven rather than gas consumed.

The study found that a vehicle-miles-traveled (VMT) fee is a viable option for replacing the gas tax and can be used to accommodate other pricing mechanisms.
