Congress Passes 3 Percent Repeal; President Expected to Sign

The House this week took the final step in the long effort to repeal the 3 percent withholding mandate, overwhelmingly approving the bill (HR 674) that passed the Senate last week.

Repeal of the 3 percent withholding mandate has been a priority for ACEC since 2006. The Council was the lead lobbying group for the U.S. Chamber of Commerce's broad-based repeal coalition.

The Senate had added new provisions to the bill which the House originally passed in late October, prompting the final vote. The legislation now goes to President Obama, who has indicated that he will sign it into law.


Congress Finalizes F.Y. 2012 Transportation Spending Plan

House and Senate negotiators have reached a final agreement on a 2012 spending package for transportation and several other unrelated programs.

The bill provides $41.54 billion for highways, a slight reduction from current funding levels but significantly higher than the $27 billion proposed in an earlier House draft bill; $10.61 billion for transit, $311 million more than current funding; $1.44 billion for Amtrak, including $681 million for capital improvements; $3.35 billion for the airport improvement program, a decrease of $165 million; and $500 million for TIGER multi-modal discretionary grants. No funds were provided for high speed rail development.

Votes on the appropriations package are expected before the end of the week, when the current stopgap bill expires.

For agencies and programs not included in the package, the bill pushes the current funding extension through December 16, when Congress hopes to clear the remaining spending bills.


ACEC/Arizona Hits ACEC/PAC Goal

ACEC/Arizona achieved its 2011 ACEC/PAC fundraising target this week, with many other states closing in on their annual goals as fundraising campaigns kick into high gear.

Arizona is the 12th Member Organization to meet its ACEC/PAC target, joining Wisconsin, Hawaii, Indiana, South Carolina, South Dakota, Washington State, Massachusetts, Alaska, Oregon, North Dakota and Maryland.

ACEC/AZ PAC Champion Dave Peterson of AMEC Earth & Environmental in Tempe credited the state’s success to "a renewed focus on educating ACEC members in the state about ACEC/PAC’s importance in our federal advocacy campaign." He also cited the strong support and leadership from Executive Director Janice Burnett.

How Industry is Addressing Marcelus Shale Environmental Issues

The growing use of hydraulic fracturing in the Marcellus Shale regions of Pennsylvania, West Virginia, and Ohio, has generated predictions that by 2020 this area will be producing over eight billion cubic feet per day, leading the nation in natural gas production. At the same time, concerns on the impact to the environment from this technique are being raised.

On December 7, ACEC presents Marcellus Shale Gas Development: the Market and the Challenges, by Steve Forde, policy and communications director of the industry-led Marcellus Shale Coalition.

Forde will provide an overview of the geology of the formation, how natural gas is extracted, and the environmental issues being addressed by the industry.

Funding Green Buildings: Creative Real-World Approaches

In Appraisals and Finance Techniques to Support Your Green Project, consultant Kristen Bacorn explains and provides real world examples of green building financial success.

Bacorn will discuss how many green projects rent out at higher rates and may perform better in life-cycle cost analysis when these appraisals are looked at over the entire service life of the structure. She also will look at a number of markets where green projects are attracting funding attached to tax audits, rebates, low-cost loans, loan guarantees and other benefits.

Electric Utility Industry Looks Ahead—Highlights of Black & Veatch Survey
