Floor Fight Looms Over Contracting Out in House Transportation Bill

ACEC is preparing for a major fight next week in the House of Representatives as debate over the $260 billion highway and transit reauthorization bill moves to the floor.

The bill, approved last week by the House Transportation and Infrastructure Committee (H.R. 7), includes a provision requiring states to contract out for engineering services "to the maximum extent practicable," as well as a reporting requirement to track compliance.

During committee consideration of the bill, ACEC led a successful effort to defeat a union amendment to strike the provision. Click here to view the union letter to committee members.

"We have to assume that the unions will again seek to kill this language on the House floor, and we will be reaching out to ACEC Members shortly to contact their Congressional representatives to defend the provision," said ACEC President Dave Raymond.


Key Senate Committee Approves Infrastructure Financing Package

The Senate Finance Committee has approved a bi-partisan financing package to support a two-year, $109 billion transportation reauthorization bill. The bill adds $5.5 billion to the Highway Trust Fund from various sources, enough to keep the Trust Fund solvent through September 2013.

The Senate is expected to begin consideration of the transportation bill on Thursday. The debate and amendment process could take two weeks or more.

The Committee also approved by voice vote an ACEC-backed amendment, offered by Senator Bob Menendez (D-NJ), to lift the state volume cap on Private Activity Bonds for water and wastewater projects for six years.


Congress Finalizes 4-Year Aviation Bill with QBS Endorsement

The Senate voted 75-20 this week to approve a reauthorization of Federal Aviation Administration activities and programs totaling $64 billion through 2015. The House vote on the bill (H.R. 658) was 248-169. President Obama is expected to sign it into law.

The bill provides $3.35 billion annually for the Airport Improvement Program, consistent with 2012 funding levels, and includes an ACEC-initiated provision supporting the use of QBS on airport projects funded solely with passenger facility charges, which are not currently subject to federal QBS mandates.


Engineering Excellence Awards Set for April 17; Also New "After Party"

Just as Hollywood prepares to honor the year's greatest film achievements, this year's most exceptional engineering projects are also ready for their close-up.

The 46th annual Engineering Excellence Awards (EEA) Gala—the "Academy Awards of the engineering industry"—takes place on Tuesday April 17 at the Grand Hyatt Hotel in Washington D.C., as part of the upcoming ACEC Annual Convention.

Emmy award-winning television host and comedian Ross Shafer will emcee the annual black-tie extravaganza, which pays tribute to the year's best engineering accomplishments and awards the prestigious "Grand Conceptor Award" for the year's single most outstanding achievement.

New to this year's Gala festivities will be a "Champagne After Party" immediately following the dinner and awards program—and free for all Gala registrants. For more information on the Convention and Gala, click here.


Sign Up Now For ACEC's 2012-2013 National Committees

ACEC members are encouraged to sign up for service on ACEC National committees. Participation on ACEC committees brings vitality to the Council and ensures that issues and interests of Member Firms are brought into Council operations.

ACEC committee membership is open to all employees of ACEC Member Firms.

Most of ACEC's committees are "open" (i.e., sign up and you're on!). A few require appointment by the incoming ACEC Chairman, and the terms of appointed committee members begin immediately following the 2012 Annual Convention, April 15-18.

Of growing interest to firms involved in the energy sector is the joint Environment & Energy Committee, with its strong sub-committee on Energy. New this year is a committee on Infrastructure Sustainability. Both of these committees are "open" and welcome new participants.
