ACEC Takes Part in White House Ceremony as President Signs Repeal of 3% Withholding into Law
President Obama signed into law on November 21 a bill that repeals a five-year-old federal mandate that would have required government agencies to withhold payments to their contractors.
David A. Raymond, president and CEO of the American Council of Engineering Companies (ACEC) was among selected guests invited by the White House to take part in the signing ceremony.
"Today's signing by the President is a huge win for business and prevents a severely flawed provision from delivering a harsh blow to the nation's overall economic recovery," said Raymond.
Repeal of the withholding mandate had been an ACEC priority since the law was enacted in 2006. ACEC was the lead lobbying group for the U.S. Chamber of Commerce's broad-based repeal coalition of more than 100 businesses and organizations.
Miami-Dade County Commissioner Sally Heyman, who was also at the forefront of the repeal effort, was among the selected invitees. "ACEC was the first to take a lead role in this repeal, then the truckers, and later the Chamber of Commerce," Heyman said.
Raymond also complimented the efforts of members of Congress for moving H.R. 674 through the legislative process. He specifically singled out Congressmen Wally Herger and Earl Blumenauer and Senator Scott Brown for leading the effort, as well as House Ways and Means Committee Chairman Dave Camp, House Majority Leader Eric Cantor, and Senate Majority Leader Harry Reid and Senate Minority Leader Mitch McConnell.
