ACEC Illinois’ Artl Testifies in Support of Contracting Out, QBS, Lump Sum Contracts
In his testimony before the House Subcommittee on Railroads, Pipelines and Hazardous Materials on Tuesday, ACEC Illinois Executive Director Kevin Artl urged the panel to fund a robust freight and passenger rail network, but he also put in plugs for three ACEC advocacy priorities: Contracting out, QBS, and lump sum contracts.

Langan Engineering & Environmental Services announced the acquisition of Adams Consulting Engineers, Inc. headquartered in Dallas with additional offices in Austin and Tyler, Texas. The acquisition, only the second in Langan’s 50-year history, helps accelerate the firm’s growth in Texas, where Langan has operated since 2015 in Houston. With this move, Langan now has more than 1,300 employees across 36 offices.
The recently finalized partnership of Confluence Networks, LLC and MasTec, Inc. has selected WSP USA to assist in completing its Confluence-1 fiberoptic cable system.
Burns & McDonnell has promoted Leon Harden as the firm’s first diversity, equity and inclusion (DEI) strategy manager. After three years working in recruitment at Burns & McDonnell, in his new role Harden will work closely with executive leaders and business diversity teams globally to provide strategic guidance for creating and integrating DEI initiatives and programs into all aspects of the 100% employee-owned engineering, construction and architecture firm.
