ACEC’s Linda Bauer Darr and Steve Hall Listed in The Hill’s Top Lobbyists for 2022

ACEC President & CEO Linda Bauer Darr and Senior Vice President Steve Hall have been named among the top trade association lobbyists by The Hill, one of Washington’s premier newspapers of record covering the intersection of politics and public policy.

In 2021, Linda and Steve played a key role in steering passage of the landmark Bipartisan Infrastructure Law. Throughout 2022, their efforts were focused on ensuring its successful implementation. At stake: a comprehensive, five-year, $1.2 trillion funding package for transportation, water, energy, broadband, environmental cleanup, and other infrastructure programs critical to the engineering sector.  ACEC has engaged with Congress to push for full finding of the Bipartisan Infrastructure Law, and worked with members, client agencies, and other stakeholders on issues impacting the successful execution of the program. ACEC research was recently highlighted in the Biden Administration’s Action Plan to Accelerate Infrastructure, which was unveiled at the White House as part of the Accelerating Infrastructure Summit.

Linda and Steve also spent much of 2022 leading the charge to beat back an 11th hour change to the Paycheck Protection Program (PPP). Under the terms of this pandemic-era program, firms were urged to take forgivable PPP loans to meet their payrolls. The terms of the program later were changed, forcing engineering firms to pay back PPP assistance.  They continue to work on legislative and regulatory initiatives to protect member firms that took PPP loans.

This has been an exceptionally busy legislative session, and the need for strong, decisive and passionate voices that can be heard above the din has never been more important for our industry.  Whether it’s tax policy, environmental regulation, energy, infrastructure or appropriations, ACEC remains focused on promoting the business interests of the nation’s engineering industry.

The Hill writes that their list “honors [those] who leveraged their expertise and connections to make a difference in the nation’s capital this year.” We are thrilled to congratulate Linda and Steve on this well-earned recognition for their efforts on behalf of our Member Organizations.
