Industry-Backed Resilience Legislation Introduced in the House

Industry-Backed Resilience Legislation Introduced in the House

ACEC is supporting the Strengthening Homes and Eliminating Liabilities Through Encouraging Readiness (SHELTER) Act (H.R. 3925), which was introduced in the House this week.

The bipartisan legislation, introduced by Reps. Charlie Crist (D-FL) and Gus Bilirakis (R-FL), would provide financial incentives to businesses and homeowners in high-risk areas to retrofit buildings for disaster mitigation. By leveraging these government incentives with private investment, Americans will be better prepared for natural disasters.

Research shows that mitigation investments dramatically reduce costs from natural disasters. A study by the National Institute of Building Sciences (NIBS) concluded that for every $1.00 the federal government invests in disaster mitigation, federal agencies save, on average, $6.00 by reducing the clean-up and rebuilding costs.
