What is the Correct Ethical Response to a QBS Violation?

ACEC staff collaborated with the Institute of Transportation Engineers (ITE) to produce an article on the application of Qualifications Based Selection (QBS) in latest issue of ITE Journal.

The article poses a scenario in which a design firm on an on-call contract with a municipality learns that the a project was awarded based on price rather than QBS and discusses what would be the appropriate and ethical response.
