ACEC Leads Built Environment Effort to Request More EO 14042 Flexibility

ACEC sent a letter to the White House this week reinforcing our call for flexibility in the implementation of Executive Order 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors.

“We strongly support the goal of the President’s policy and agree that vaccinations are essential to controlling the spread of the virus, saving lives, and restoring a sense of normalcy to society and the economy," the letter states. "At the same time, we are concerned that the timeline and elements of the policy will undercut the ability of the businesses we represent to support the critical needs of our federal agency clients and the taxpayers they serve.”

Council members and other stakeholders in the built environment have made it clear that the implementation of this executive order will be extremely difficult, leading to unintended consequences and considerable disruptions in the services they provide to federal clients.

In the letter, ACEC asks the White House to reconsider an accommodation for testing, as is allowed in the planned Emergency Temporary Standard by OSHA. In addition, we’re seeking guidance and clarification on the uneven playing field, in which those selling products are not covered by the Executive Order, while those providing services must comply. We’re also seeking clarity on how boosters will be treated and asking for consistency among the departments and agencies.

ACEC was joined by the American Road & Transportation Builders Association, American Subcontractors Association, Independent Electrical Contractors, Independent Office Products & Furniture Dealers Alliance, National Association of Surety Bond Producers, National Office Products Alliance, National Society of Professional Surveyors (NSPS), and the Office Furniture Dealers Alliance.
