Army Corps of Engineers to Brief ACEC Members on new Task Order Selection Procedures
In an online briefing on February 26, at 1:00 EST, John Jacobson, Executive Director, Contracting, United States Army Corps of Engineers, and Miro Kurka, Chair, ACEC Federal Agencies and Procurement Advocacy Committee, will explain the new Task Order selection requirements.
With the help of industry stakeholders, the Army Corps of Engineers has finalized its procedures for the selection of task orders on Architect-Engineer Indefinite Delivery Contracts (Known as the TORN Process).
In 2020, USACE instituted a new process to select Architect-Engineers for the execution of task orders under Indefinite Delivery Contracts/Multiple Award Task Order Contracts. The new process requested that updated or supplemental information be prepared and submitted prior to the Corps making a selection of which AE firm would receive the task order.
After strong objections by the industry, including ACEC, over the additional cost and time of the new process, USACE decided to reevaluate these requirements and collaborate with their industry partners to develop an alternative process that meets the needs of all parties involved.
