Federal Agencies and Procurement Advocacy Committee Addresses Procurement with USACE, NAVFAC and USDA
Members of the Federal Agencies and Procurement Advocacy (FAPA) Committee met at ACEC headquarters for two days last week to discuss federal procurement policy and to meet with their federal client partners.
The committee discussed a recent U.S. Army Corps of Engineers (USACE) policy change that requires competing at the task order level of A/E Indefinite Delivery Contracts (IDC). Based on its review of the Federal Acquisition Regulation (FAR), the committee disagreed with the contention that every task order be fully recompeted.
USACE and NAVFAC staff also updated committee members on the Contract Performance Assessment Reporting System.
The committee also met with representatives from the U.S. Department of Agriculture to strengthen our partnership, discuss procurement opportunities and learn more about their work in rural development. Through its lending to rural communities for projects such as water and wastewater systems, hospitals, housing and schools, the USDA is considered the 14th largest bank in America.
