House Passes ‘Cadillac Tax’ Repeal
Making a rare bipartisan change to the Affordable Care Act (ACA), the House of Representatives approved the Middle Class Health Benefits Tax Repeal Act of 2019 (H.R. 748) by a vote of 419 to 6.
H.R. 748 would eliminate the so-called “Cadillac tax” on high-cost health insurance plans that was included in the ACA in an attempt to slow health care inflation. ACEC, along with business and labor groups, has long raised concerns with Congress about the impact of this tax on employer-provided health insurance. The tax has been delayed several times and has not taken effect.
Possible Senate action on H.R. 748 is unclear.
