With over 30 years of experience in the transportation industry, Carl Holmes serves the San Francisco County Transportation Authority (SFCTA) as the Deputy Director for Capital Projects. He is currently responsible for project oversight of select programs in San Francisco while directly delivering other projects that are concentrated in the Yerba Buena Island (Treasure Island) including the award-winning I-80 Bay Bridge/Southgate Interchange Project of the Year (2024). He brings a collaborative mindset in order to facilitate effective teamwork among the various federal, state, and local supporting departments in order to keep projects moving forward.

Prior to joining SFCTA, Holmes served as BART’s Assistant General Manager, Design and Construction, where he was responsible for the overall management of BART’s major public-facing capital projects. Prior to joining BART, Holmes worked for a contractor and a start-up construction management firm so he brings the private sector culture into his current role as a public agency owner.

He earned a bachelor’s degree in civil engineering from the University of California, Berkeley, and a master’s degree in Transportation and Engineering Management from the California Maritime Academy where he serves as a part-time faculty/mentor to select graduate students on their capstone projects. He is a registered Professional Engineer in the State of California.

Holmes is an active member of Construction Management Association of America (CMAA) and serves on the Board as co-Chair of the Owners’ Committee in the Northern California Chapter to continue collaboration among public and private owners. He also serves as a judge/evaluator for the American Council of Engineering Companies (ACEC) California Chapter’s Engineering Excellence Awards (EEA).

He is very proud to serve as the President of the Alumni Association of California Maritime Academy. He also continues to remain an active alumnus at UC Berkeley, particularly by supporting the Black Engineering and Science Alumni Club (BESAC) to engage with current and incoming students as they embark on their journey at Cal. He was recently inducted into the UC Berkeley Civil and Environmental Engineering Academy of Distinguished Alumni.
