Patrick currently serves as the Chief Engineer for the North Carolina Department of Transportation (NCDOT). In this role, Patrick oversees all activities for NCDOT’s Division of Highways, the second largest highway system in the country. Previously, Patrick served as the Chief Engineer for the North Carolina Turnpike Authority (NCTA) where he managed all engineering related activities, including all design, permitting, pre-construction, construction, maintenance, operations & asset management. Prior to joining the Turnpike Authority, Patrick also served as the Division Eight Engineer for NCDOT where he managed all operations for an eight-county region in central North Carolina. Additionally, in his time as Division Engineer, Patrick, in coordination with the North Carlina Department of Commerce, led the NCDOT’s efforts in recruitment of multiple large economic development projects to the State of North Carolina, including the Toyota battery manufacturing facility in Randolph County, and the WolfSpeed chip production facility in Chatham County. Patrick has worked for NCDOT for 24 years and has served in various central office and field unit positions throughout the state, including Division Staff Engineer, Assistant District Engineer, County Maintenance Engineer, District Engineer, Division Operations Engineer, Transportation Planning Branch Manager, Director of Planning and Programming, and Director of Highway Operations. Prior to joining NCDOT, Patrick also worked for a short time in the private sector for a small land development planning and design firm in the Charlotte/Lake Norman area. He holds a bachelor’s degree in civil engineering from North Carolina State University and is a registered Professional Engineer. Patrick is a graduate of AASHTO’s National Transportation Leadership Institute, the International Bridge, Tunnel and Turnpike Association’s (IBTTA) Leadership Academy, as well as NCDOT’s Legacy Leadership Program.
